Karzan was a Romulan villain introduced in the Star Trek: Enterprise novel Beneath the Raptor's Wing .
He was a former Admiral in the Romulan military. In 2156 Admiral Valdore and First Counsel T'Leikha arranged the assassination of the previous Praetor D'deridex due to the Praetor's obsession with conquering the Haakona to the determent of the Empire. After the death of D'deridex, Karzan was named the next Praetor of the Romulan Star Empire . During his Praetorship, the Romulan government went to war with United Earth and its allies, a war that would last about five years.
After the defeat of the Romulan forces at the Battle of Charon, Karzan had his government sue for peace. Feeling that keeping their Vulcanoid origins hidden would give them advantage over Earth and its allies, Karzan ordered his negoiators to only use audio to communicate with Earth and its allies so as not to show their faces. Karzan and Valdore also supported a defined border between the Empire and the rest of the galaxy that would allow the Romulans time to lick their wounds and strike back hard when they had regained sufficient strength.
For supporting the peace process Valdore was assassinated by T'Leikha, who was then in turn swiftly beheaded by Valdore's aide. Karzan went on to sign the treaty on behalf of the Empire, and for over a century the Romulans largely kept to themselves, preparing for the day when they would burst out of the Neutral Zone to assault the Federation .
