This version of Kathryn Janeway was a holographic recreation of the real Kathryn Janeway, albeit a perverted recreation. She appeared in Star Trek: Voyager episode Living Witness.
Like the real Janeway, this recreation was portrayed by Kate Mulgrew.
In the 24th century the real USS Voyager encountered the Kyrian and Vaskan civilizations during her voyage through the Delta Quadrant. During a meeting that the real Voyager crew was having with the Vaskans to finalize a trade deal, a Kyrian attack force boarded Voyager. After killing three crew members the ringleader Tedran was killed by the Vaskan Ambassador. After Voyager left the area the Kyrians and Vaskans fought a devastating war, which almost destroyed Kyrian civilization.
In the 31st century a Kyrian named Quarren recreated Kathryn Janeway, Voyager, and their crew, but they were twisted evil versions of them.
This Janeway goal was much like the real Janeway, she wanted to return her crew back to the Alpha Quadrant, the home of the Federation, only this Janeway would do it by any means necessary. Some of those means would include mass murder, piracy, and other criminal acts.
This Janeway and the crew of the Warship Voyager met with a race known as the Vaskan. They wanted Janeway's protection in exchange for a wormhole vortex that's nearby and give her the means to stablize it. Janeway succeeded in helping them by committing mass murder. She gave approval to a still-borg Seven of Nine and her Borg unit to assimilate Kyrians and to make them apart of Seven's task force. Janeway personally executed the leader of the leader of the Kyrians.
When Quarren found a copy of Voyager's EMH, he was able to bring the EMH on line. Quarren showed the Doctor the Kyrian recreation of Janeway and the others. The Doctor told Quarren that he hoped the real Kathryn Janeway was rolling in her grave over the offensive recreation of her by the Kyrians.
