Biography[]
Katsumi Sugai originally served as advisor to the chairmans of the Tojo Clan, from second president Nihara to sixth chairman Daigo Dojima. Sugai, feeling he was under-appreciated, decides to become part of a pact between Tsuneo Iwami, son of the Yomei Alliance Chairman and the Saio Triad's leader Big Lo to set place in Kamurocho, committing arson on Little Asia, the Chinese district of the city. Under Iwami's orders he leads a fake war against the Saio Triad, leading the police to arrest the chairman Dojima, and his loyal underlings, like Goro Majima. This vacuum causes Sugai to become the Acting Sixth Chairman.
After Iwami orders the death of Jimmy Lo, the son of Big Lo, the fake war becomes real, causing Kamurocho to become an underground war zone.
Sugai, along with Takumi Someya, meets Kazuma Kiryu at the Tojo Clan HQ, who is searching for the driver who ran over his adoptive daughter Haruka, after a shootout between the two factions. Sugai act as a reasonably authority figure and denies any involvement with the accident, thus leading Kiryu to leave, but not without warning about the consequences the Tojo will face, if they will cause trouble to his loved ones.
Sugai's true personality comes off at the end of the story, revealing that he kidnapped Someya's ex-wife Kiyomi Kasahara and has forced him to kill Kiryu. Along with Iwami they watch Someya and Kiryu fight via video, assisting to Someya's defeat, and his suicide to protect Kiyomi. Iwami still orders Kiyomi's death and the two of them orders Kanji Koshimizu to kill her, Luckily, Koshimizu, disgusted by their lack of honor, decided to honor Someya's sacrifice, and fakes her death.
Sugai later appears with Tsuneo at the Iwami shipyard during Heizo Iwami's funeral. When Kiryu and Tsuyoshi Nagumo arrive to take them down, they reveal that they took Haruka and his infant son Haruto as hostages, immobilizing them. Sugai brutally attacks Kiryu with a steel pipe, with no results, aside making Kiryu angrier, with Iwami ordering him to step aside and leaving Kiryu to him. After the Hirose Family comes to help Kiryu and Nagumo, Sugai is punched and beaten by Nagumo. After Kiryu brutally beats Tsuneo and has him at his mercy, Iwami orders Sugai to kill Haruto and Haruka. Sugai misses several shots but still manages to hit Nagumo and Kiryu who saves them by taking the bullet. Having one last bullet and being cornered by the Hirose's Family Sugai commits suicide by shooting himself in the chin, after realizing that his dream has ended.
Personality[]
Sugai appears as a reasonable man at first, but he actually hides a sadistic and power-hungry personality, preferring to hurting people when they can't fight him, only to feel terror, after the odds turns against him.
