Keevan was the Vorta commander of a ship of Jem'Hadar during the war between the Federation and the Dominion. He ordered his crew to explore a black matter nebula which resulted in them crashlanding on a desolate planet. Both the First and Second of the Jem'Hadar died as a result of the crash and Keevan himself was badly injured. Third Remata'Klan, the senior surviving Jem'Hadar, learned a captured Jem'Hadar fighter crewed by Starfleet personnel had also crashlanded on the planet, capturing Cadet Nog and their Cardassian ally Garak. When Garak confessed they had a doctor with them, Keevan had Remata'Klan approach the Starfleet party with a deal: Nog and Garak would be released if Doctor Bashir and the Starfleet commander, Captain Sisko, came to the camp to treat Keevan's wounds, after which they too would be released.
After Bashir had operated and saved his life, Keevan revealed the other reason for wanting Sisko and Bashir there. He only had one vial remaining of the ketracel-white which Vorta used to keep Jem'Hadar under control. Once it ran out, they would kill everyone in sight, including Keevan and each other. He was therefore going to order the Jem'Hadar to attack the Starfleet position across an open gulley, where Starfleet could easily pick them off from a height. He would then surrender to the Federation, with a transmitter that they could repair and use to call for help, living out the war as a Federation prison. After failing to find another way, Sisko did as Keevan asked, killing all the Jem'Hadar at the cost of one of his men and taking Keevan prisoner.
Keevan spent some time as a Federation prisoner of war until Sisko arranged to have him released into the custody of the Ferengi Quark, who planned to trade him for his mother Ishka, who was being held prisoner by the Dominion. Being escorted to Empok Nor by Quark and a small team of Ferengi, Keevan made it clear he had no wish to return to the Dominion: Vorta were supposed to use an implant to commit suicide rather than be captured, and he would be publicly executed for failing to do so. He also believed the Dominion would ultimately kill them all. While docked at Empok Nor, Keevan made an attempt to escape but Quark had told Rom to lock the ship's controls.
With Dominion personnel led by Vorta Yelgrun having taken up residence on the station and the Ferengi locked away in the infirmary, a fight broke out when the other Ferengi realised Quark had lied to them about how much reward money Grand Nagus Zek had offered him for recovering Ishka. During the fight, Gaila opened fire and accidentally shot and killed Keevan. Nog arranged to reanimate his corpse with a number of remote control devices in order to trick Yelgrun long enough for the Ferengi to rescue Ishka. His body was left behind on the station, repeatedly walking into a wall because of a malfunction in the control device.
