It's too late, Majima...! The wheels are already spinning. War will consume the east and the west. And the Tojo Clan will fade. Things are just about to get interesting! It'll be prime entertainment! So I'll go ahead... and get the best seat in the house.
~ Ibuchi, right before he shoots himself in the head.

Kei Ibuchi is the main antagonist of Yakuza Kiwami 2's Majima Saga side storyline, as well as its final boss. He is the patriach of the Ibuchi Family, a subsidary of the Tojo Clan. He wants to update the yakuza industry, deeming it too reliant on honor and ethics, which he claims says is outdated and old fashioned.

He was voiced by Takehito Koyasu, most famous for voicing Dio Brando in JoJo’s Bizarre Adventure.

Biography[]

Kei Ibuchi can first be seen at the Tojo Clan headquarters, where the current chairman of the clan, Yukio Terada, is announcing the results of the Tojo Clan Reformation project, with the patriach of the family who have made the most profit becoming the next captain of the Tojo Clan. The current results would show that the winning family is the Uematsu family, which would mean that Uematsu would become the next Tojo Clan captain. This changes, however, when Goro Majima enters the room and orders his men to bring in a cart-full of money he earned, far surpassing Uematsu.

Majima later arrives in Kamurocho, only to find multiple of his men on the ground, with Nishida telling him the ones behind this are the Uematsu family. Majima goes inside Uematsu's office and finds that he has been shot. At the Tojo Clan headquarters, Ibuchi blames the death of Uematsu on Majima, stating that Majima has a clear motive to do so. Majima asks Ibuchi if he would quit blaming him if he brought him the head of Uematsu's killer, to which Ibuchi smugly challenges him.

Majima eventually finds out that the man who killed Uematsu, as well as an Omi Alliance executive, was Ryota Kawamura, one of his own men. Majima follows him to Sotenbori and fights him at the Cabaret Grand. After their fight, Kawamura is eliminated by Ibuchi, who reveals he is the mastermind behind Uematsu's death. He explains to Majima that he views the yakuza industry as outdated, and that he plans to update it. He tricked Terada into pushing him up in the ranks, and wants to not only become the next Tojo Clan captain, but it's Chairman, and reveals he would kill Terada to do so after becoming Captain, and after gaining complete ownership of the Tojo Clan, would hand it over to the Omi Alliance, but not before starting a war between the two criminal organizations, stating that the death of an Omi Alliance executive would be the catalyst for the war.

After a fight between Majima and Ibuchi, in which Majima was successful, Ibuchi tells him that it's the too late and that a war is already brewing between the east and the west, and that it would be the end of the Tojo Clan. Ibuchi shoots himself in the head, saying he would get the best seat in the house.

Following Ibuchi's death, Majima and Terada attempt to make amends with the Omi Alliance, with Majima disbanding his family, as one of his men killed one of their officers. Ryo Takashima asks Ryuji Goda and Toranosuke Sengoku if they were behind Ibuchi's actions, to which Ryuji responds the same could be said for him, which he doesn't respond to, implying Takashima to be behind Ibuchi.
