Little is known about Keys' life before the events of the film however he himself reveals to Elliot that he has been fascinated with the prospect of encountering a real extraterrestrial since he was 10 years old and has been wishing for it for a majority of his life. At some point he became a government agent dedicated to discovering and capturing a real extraterrestrials, however he has no evil intentions and simply want to fulfill his childhood dream of seeing a real alien up close.
   
Although he's not necessarily evil, he was a scientist searching for E.T. to look at his face. When doctors, scientists, and the government ruined at the family's home and changed it into a hospital environment to take care of E.T. and Elliot, Keys finally gets a closer look at E.T. Elliot wants E.T. back, but Keys wants E.T. so that he can study his life form.

While E.T. is separated from his ship and fellow aliens in the forest, Keys and his men arrive in trucks and eventually discover E.T. who attempts to flee from him. While E.T. manages to not be captured, he is left behind as his fellow aliens flee from Earth to avoid being captured themselves. Keys and his men than go on the hunt for E.T in the following days throughout the forest. He is seen once by Elliot and Keys eventually discovers the candy Elliot is leaving for E.T.
   
As E.T. prepares to leave Earth, Keys later realizes that E.T. had to leave, otherwise, he could die and Keys didn't want E.T. to die.

He travels to the site with Mary and Gertie and allows E.T. to escape, knowing that he does not belong on Earth and that it is not safe for him.
