Kimi Shundan, also referred to as Kimi, is a major antagonist of the A Certain Scientific Railgun manga series, serving as the titular main antagonist of the Jailbreaker Arc.
She is an esper incarcerated in a private juvenile hall for crimes yet established, and is able to escape thanks to her comrades under the guise of the mock jailbreak trial. She's the archenemy of Kazari Uiharu.
Appearance[]
Kimi is a young woman with long and wavy light blue hair which bangs covers the right side of her face. She is shown wearing a black "bondage-style combat uniform" with a large white poncho that have red fabric inside. The poncho is used to cover the aftereffects of Kimi using the Angel Dragon. She also has sharp teeth, which resembles a shark's.

Kimi Shundan is a ruthless, apathetic and rather nihilistic individual who shows little remorse for her actions, brainwashing two innocent guards to test her new powers and then presumably killed them afterwards. She is shown to be indifferent to her surrounding, paying little attention to others' conversations to the point where she wasn't aware that there is now seven Level 5 espers. Kimi herself admits it's hard for her to feel emotions anymore as a result of her own brain experimentation by Academy City scientists. Despite this, Kimi is shown to have a pretty affable nature, having a nice conversation with Uiharu, joking around with her subordinates and even telling Mikoto she just wants to borrow Uiharu for a little job before returning her safe and sound.
Moreover, Kimi also demonstrates a social darwinistic outlook on the world, despising heroes and anyone who protects others or sacrifices themselves. She acknowledges the strong trample on the weak and that heroes can't save all the weak in the world, but states that even the weak can "tear out throats if they have fangs." This worldview stems from seeing Honoka Shirakinu, her childhood friend, die while saving her and the rest of their friends' lives from the scientists trying to kill Kimi herself. Due to the experiments on her brain, Kimi was unable to feel any sadness or pain towards Honoka's death, but did feel anger at her powerlessness. Thus, Kimi wants to make a world where people are strong enough to not need people sacrificing their lives for their sakes.
Kimi's main goal is to access and share the esper development technology Academy City guards so viciously to the rest of the world so that Academy City ceases to hold a monopoly on them and that the weak can have the power to defend themselves.
Biography[]
Kimi Shundan is a Child Error in Academy City who lived in an orphanage. There, she met Saryou Tsurigane, Raifu Wanigawa, Suzuran Aohoshi and Honoka Shirakinu. After Aohoshi left the orphanage, Kimi and the rest of her friends decided to take care of the younger child errors in the orphanage. Eventually, Kimi and her group became test subjects for the Dark May Project's 'power-boosting' facility.
While at the facility, Kimi remains a Level 0 esper while Raifu advances to Level 2 but Honoka's power drops from Level 2 to Level 1. When the scientists researching Kimi started out, they noticed she wasn't emitting an AIM diffusion field at all, leading them to believe she either hadn't met the conditions for her power to manifest or she already had, but they just couldn't detect it through normal means. When they did further experiments and observations and discovered her black-hole generation ability, they realized that she might truly be the first holistic Esper. As a result, they started experimenting on her more.
After Tsurigane and Honoka discover the scientists' plans for Kimi, they decided to save her and escape from the facility. However the researchers find out about their escape plan and authorize killing them.

Black Hole Creation: Kimi's esper power allows her to generate black holes somewhere in the universe, and while it's difficult for her to control their size and location, the researchers noted that if harnessed correctly she could theoretically find a way to "link" with existing black holes billions of light-years away to form wormholes and solve all worldly energy problems or she could destroy the planet or even the solar system by accident. Despite this, Kimi is clasified as a Level 0, however, according to the researchers, she has the budding potential to be a possible Level 5.
Angel Dragon: Kimi managed to summon a vaguely angelic-looking dragon with her right hand to attack others and defend herself. It's identical to one of the eight dragons that emerged from Touma's right arm to stop Mikoto's Level 6 Shift, something Mikoto recognizes. She indicates it's a rather new ability she didn't have before being imprisoned and it can be negated by AIM Jammers, however. Uiharu realizes after learning what Kimi's true esper ability is that the dragon is actually somehow feeding on the black hole generated by Kimi's ability as a power source, and when her power is negated by AIM Jammers the dragon can't appear. However, by the time Uiharu figures this out, the dragon has grown strong enough that it can no longer be affected by AIM Jammers.
- Feather Manipulation: Kimi can launch the feathers of her angelic dragon as projectiles. When these feathers attach to someone, she can brainwash them into loyal minions obedient to her or anyone she deems trustworthy, but they can't think for themselves if they've consumed some of her blood. If the person hasn't, the feathers kill the targets by overloading the salt content in their bodies to fatal levels.
- Manifestation: Kimi can physically manifest the Angel Dragon in a vareity of ways. She can summon the wings of the angelic dragon to protect her from attacks or she can slightly manifest it to consume and destroy physical objects like chains. When fully manifested, the dragon is apparently powerful enough that a charge can punch through a building and to be immune to Mikoto Misaka's railgun.
- Light Transmutation: The dragon is able to fire a beam of light from the cross on its head which can turn whatever it hits into a crumbling substance implied to be either sand or salt.
- Transformation: Due to the usage of the Angel Dragon, Kimi's right arm becomes increasingly deformed.
Electrogenesis: During her proper rematch with Mikoto Misaka, Kimi is shown to be able to replicate at least visually several of Mikoto's techniques, such as creating black lightning to counter Mikoto's and unleashing her own version of Mikoto's signature railgun. She admits Mikoto is the superior electromaster, however, when Mikoto uses electrical breakdown to guide Kimi's electric currents alongside her own and fire them right back at her.
Abilities[]
High Intellect: Kimi is shown to be very intelligent and strategic. She was the mastermind behind the mock jailbreak trial, which was actually used as a cover to break herself out of the Reformatory. It's also revealed that the jailbreak trial wasn't just to let her escape her prison, it was also to find a skilled hacker that could fulfill whatever plans she has after escaping.
Expert Combatant: Kimi has a decent amount of street-fighting experience, having gotten involved in many fights while growing up.
