Kyosui Izumi, aka the Luna Dopant, is the second-in-command of the NEVER terrorist group and the secondary antagonist of Kamen Rider W Forever: A to Z/The Gaia Memories of Fate.

Kamen Rider W Forever: A to Z/The Gaia Memories of Fate[]
Izumi was a flamboyantly gay man with sadomasochistic quirks and previously a member of the Triads until he was betrayed and fatally stabbed in the chest. He was later revived as a Necro-Over by Katsumi Daido and joined NEVER. As Katsumi was the last thing he saw before his death, Izumi fell in love with him and got jealous of anyone who got too close to him.
When NEVER went to Futo City to retrieve the 26 T2 Gaia Memories, Izumi found the T2 Luna Memory.
During his fight with Kamen Rider Double, Izumi proved to be incredibly strong and almost invulnerable. However, Kamen Rider OOO suddenly appeared and defeated him with OOO Bash Scanning Charge, causing him to turn into dust.
The Fateful Sengoku Movie Battle[]
A Luna Dopant was summoned by the God Tree and was part of a monsters army led by Nepenthes Inhumanoid to prevent Kamen Riders Wizard, Beast, Gaim, Ryugen, Baron, and Zangetsu from stopping Kamen Rider Bujin Gaim from acquiring the ultimate power. He was defeated by OOO Arms's OOO Bash with the Medajalibur along with the Metal Dopant, Hagetaka Yummy, and Sphinx.
