Lance Kanick is the main antagonist of the Law & Order: Special Victims Unit episode "Runaway". He is a pimp who uses the raves he throws to exploit traffic teenage girls, including Jill Foster, the daughter of an NYPD officer.
He was portrayed by Reg Flowers.
Early life[]
In 1987, Kanick ran a prostitution ring called Ooo-Wee Escorts, specializing pimping out teenage girls. He was eventually arrested for beating one of his escorts to death with a tire iron, but he managed to get a minimal sentence of seven years in prison, plus going on the sex offender registry, due to a technicality.
Upon getting out of prison, he started a rave promotion company called Rainlight Productions, through which he laundered the profits from pimping and dealing ecstasy with the help of his corrupt lawyer, Ted Bolger. He also sold ecstasy to the teenagers who frequented his raves and arranged for them to "barter" when they couldn't afford the drugs by performing in child pornography filmed by artist (and former prostitute) Lorna Frankel. He would also rape the young girls own the porn movies to "break them in" before turning them out.
Shortly before the events of the episode, he started abusing Jill Foster, the MDMA-addicted 16-year-old daughter of NYPD Sergeant Frank Foster.
"Runaway"[]
Desperate to find Jill, Foster takes Tito Frank, the owner of an Internet company loosely connected to Rainlight Productions, demanding to know if she told him where she was. Captain Donald Cragen of the Special Victims Unit, a longtime friend of Foster's, talks him down and arrests him after promising to do everything he can to find Jill.
Detectives John Munch and Fin Tutuola go undercover to find out what Bolger knows about Kanick's involvement with Jill, while Detectives Olivia Benson and Elliot Stabler question Kanick, who claims not to know Jill. After infiltrating one of Kanick's raves with help from Tito, they arrest Frankel for producing and distributing child pornography, who agrees to testify against Kanick and Bolger in return for a reduced prison sentence.
Meanwhile, Tito tries to talk Jill into returning to her parents at a rave after Kanick forces her to take naked pictures of herself. At that moment, Kanick, who has learned from Bolger that Tito has been helping the police, shoots him dead, prompting a terrified Jill to run off. He taunts Tito's corpse, unaware that there is a video camera in his hat that recorded the murder. He is arrested for murder and kidnapping soon afterward.
Stabler and Assistant District Attorney Alexandra Cabot interrogate Kanick, with the latter threatening him with the death penalty unless he tells them where Jill is. When Cabot offers him life without parole if they find Jill alive, he tries to make a deal with her for 20 years in prison in return for telling her where the police can find the girl, reminding her that he is their only chance at saving her. Cabot refuses, however, reasoning that Kanick will kill again if he is ever freed.
Fin decides to take Kanick into custody personally to "persuade" him to reveal Jill's location, with Munch looking the other way while his partner beats the information out of Kanick. They find her in an old warehouse near the rave, but it is too late; she has died from an MDMA overdose. Nevertheless, the District Attorney's office to forced to honor their deal made with Kanick for a sentence of 20 years in prison.
