Leigon is a minor antagonist in Kamen Rider Wizard, serving as the main antagonist of the Legion arc. He is a rogue phantom of Wiseman, capable of entering a gate’s underworld and destroying it.
He was portrayed and voiced by Mitsu Murata who also played Bishop in Kamen Rider Kiva and suit performed by Yasuhiko Imai.

Past[]
Legion (like all phantoms) was created the day a gate gave into despair after being abducted and sacrificed for the Sabbath ritual by Sou Fueki/Wiseman. Unlike the majority of the phantoms who wanted to create more of their kind by bringing the gates of Tokyo into despair, Legion had no such interest and simply wanted to destroy the minds of good people regardless if they were gates or not and send them into comas. If they were gates, he would also destroy and their phantoms as well. As result of him removing potential gates that could be used and disobeying him, Wiseman had him chained up.
Kamen Rider Wizard[]
After spending a long time chained throughout the series, he was eventually freed by Sora Takigawa who wanted to get Wiseman’s attention. Once freed, he continued destroying the minds of people who had “good hearts”. His actions soon caught the attention of Kosuke Nito/Kamen Rider Beast who went on to fight him, only for Legion to ignore due to considering him trash. Instead, he began targeting a boy named Kenta who had befriended Haruto Soma/Kamen Rider Wizard. In response, Wizard began protecting him and was soon joined by Beast. Unfortunately, Legion managed to overpower them and upon noticing Haruto’s selflessness and willingness to risk his life, he wounded him and used his double Volge to enter Haruto’s underworld and began to smash it apart, causing Haruto agonizing pain. Before he could finish this though, he was interfered by Kosuke/Beast who had gone inside of his underworld to save him. In addition to Beast, Legion was also confronted by Wizarddragon and Beast Chimera as well. Despite this though, Legion still managed to overpower them.
Just as he was about to finish off Beast Chimera, Wizarddragon sacrificed himself and forced Legion out of Haruto’s underworld , thus saving Beast, Beast Chimera, and Haruto in the process. Unfortunately, as a result of loosing Wizardragon, he also lost his magic powers as well and became a regular human being. Legion would then go on to encounter Beats again and defeat him by using his double voulge to restrain his leg. After this, he then met up with Haruto at the beach to finish destroying his underworld. Though Haruto managed to put up a good fight against him, Legion still ended up overpowering him. At least until he saw Koyomi collapse from the lack of mana. Upon seeing this, Haruto began to sheds tears which led to the creation of a new Wizard Ring: the Infinity Ring, allowing him to transform into Wizard Infinity Style.
Wizard would then go on to summon Wizardragon, this time as Excalibur, rather than his phantom form. Coupled with his new form, this finally allowed Haruto to defeat Legion for good and prevent him from destroying the minds of more innocent people.
