The Legion of Horribles are the main group of antagonists during the second half of the fourth season of Gotham up to "That's Entertainment" . They may be the series version of the insane DC supervillain team called the Legion of Doom.
They are a terrorist organization founded and led by the infamous deranged career criminal Jerome Valeska and are composed of escaped Arkham Asylum inmates: Penguin, Mad Hatter, Scarecrow, Mr. Freeze, Firefly and later independent criminal Solomon Grundy. They operate in Gotham City under the solo purpose of driving the city mad.
HISTORY[]
With the purpose of finally releasing the evil of his brother Jeremiah once and for all, Jerome decides to form a plan which promises to turn Gotham into an asylum, so that he manages to manipulate Arkham in order to have all the madmen at his disposal, including them. there were notable villains such as The Scarecrow, The Mad Hatter, and recently The Penguin, who had said he was not interested, but according to Jerome, he would eventually return.. And Jerome was right.

Soon after, Jerome founds the Legion of Horribles with Tetch and Crane. He recruits Bridgit Pike, Victor Fries, the Penguin and Butch Gilzean as Solomon Grundy.
Jerome starts his master plan to take hostages : the mayor Holden Pritchard, the Commissioner Reynolds, the Archbishop McGregor, Gertrude Haverstock and Gloria Bainbridge. For an example, he asks to Crane to use his new gas on Gloria, killing her. Jerome planifies to release laughing gas on Gotham and wants his brother Jeremiah and Bruce Wayne to exact his revenge on them. He kills the Commissioner Reynolds and the Archbishop McGregor. But Jim Gordon with the GCPD fails his plan.
During the final battle Jim shoots Jerome, mortally wounding him. Before to die, Jerome claims that he is more a human, he is an idea, a philosophy and he will continue to live in Gotham's shadows before to fall to his death. After Jerome's death, Solomon Grundy is cured by Hugo Strange and becomes again Butch Gilzean, but he is killed by the Penguin as revenge on Tabitha for the murder of his mother. Even he dies, Jerome succeeds to turn Jeremiah evil. Tetch, Pike, Fries and Crane survive but the Legion of Horribles is defunct.
