Leonard Baker is the overarching antagonist of the Robin Hood arc in the third season of Law & Order: Organized Crime. He is the sexually abusive foster father of criminals Vaughn Davis, Dante Scott, and Manny Rivera, as well as Det. Bobby Reyes.
He was portrayed by Daniel Jenkins.

He frequently volunteered as a foster parent to help lost children in the system.
Unknown to all, he was an abusive guardian who physically tortured his wards in order to toughen them out, having them fight each other to test their strength, and burning them with cigarettes for resilience. Baker was also revealed to be a pedophile who subjected the kids to his own pleasure when they lost the fight or defy his orders.
Among his victims were Vaughn Davis, Dante Scott, Manny Rivera, and Bobby Reyes. Three turned to crime formed a violent criminal organization and one turned to being a cop to arrest people like Baker so they couldn't hurt anyone else.
Despite his abuse, Baker remained in contact with Vaughn and its implied they were conspiring and were sexually involved.
Law & Order: Organized Crime[]
He is alluded to by his former foster children who note on how they chose a life of crime to cope. Reyes later noted that the abuse he suffered caused him to cross paths with those who suffered with him.
Eventually, Reyes realized that Vaughn's actions stem from Baker so he looks him up and discovers that he is still volunteering for the system. Reyes visits his old house and discovers Baker put his new set of children through the same trauma he went through, but Baker escaped but Reyes pursued to an area that he suspected he would go.
Reyes soon spots him entering an apartment to directly confront him, while telling him who he was. Baker was shocked to see him after many years and learn he was now a cop. Pointing his gun at him, Reyes angrily confronts Baker who tries to deny the accusations but was not believed and Reyes nearly shot him on the spot. Reyes' boss Sergeant Ayanna Bell comes to the building, where she finds Reyes sitting in a corner before seeing Baker still alive but tied up, showing that Reyes regained his wits and settled for arresting Baker. Reyes also reveals that Baker was still in contact with Vaughn and that the latter told him of his plans to go out in a blaze of glory.
Baker is the arrested and imprisoned for child sexual abuse.
