Lowell Sloane, also known as the Tattoo Collector, is a supporting antagonist in the television series Dexter: Resurrection. He was a serial killer who removed the skins from his victims containing tattoos and he was one of Leon Prater's serial killers.
He was portrayed by Neil Patrick Harris, who also portrayed Ray Thompson in Justice League, John Tagman in Law & Order: Criminal Intent, Dr. Horrible in Dr. Horrible's Sing-Along Blog, Fairy Shoeperson in Sesame Street, DJ Veteran Child in the Saints Row video games, Music Meister in Batman: The Brave and the Bold, Dr. Blowhole in The Penguins of Madagascar, Chester Creb in American Horror Story: Freak Show, Count Olaf in the 2017 A Series of Unfortunate Events television series, The Analyst in The Matrix Resurrections, and Celestial Toymaker in Doctor Who.
Biography[]
Before the Show[]
At some point in his life, Lowell went to a medical school and became an anesthesiologist. He began feeling a connection to tattoos and he started becoming a serial killer. Lowell would stalk his victims on the internet and follow them home before using a canister of anesthesia to make them unconscious. He would then abduct them and flay their skin containing tattoos. He killed around 26 people. His identity would later be discovered by Charley, the right hand woman of Leon Prater, and he would be invited into Prater's group of serial killers. Three of Lowell's trophy skins would be in Prater's serial killer trophy collection. Lowell started stalking a tattoo artist named Jules, who had gotten a tattoo of her dog who had died recently. Lowell wanted to skin Jules for that tattoo and give the trophy to Prater.
During the Show[]
Shortly after killing Ronald "Red" Schmidt and finding his invitation to Prater's dinner party for "like-minded individuals", Dexter decides to impersonate him in order to attend the event himself in hopes of finding an "all-you-can-eat buffet" for his Dark Passenger. Upon entering Prater's estate and being allowed into Prater's trophy room, Dexter is shown all kinds of serial killer memorabilia, one of which is a display of several tattoo sleeves Lowell skinned from his victims. Shortly afterwards, Lowell arrives at Prater's estate and greets Al Jolly, Mia Lapierre, "Red," and Gareth. Later, at dinner, Lowell is seated as V.I.P. #1 at the table. He gives a presentation of his next victim, Jules, and that he plans on killing her to get a trophy for Prater. Dexter talks to Lowell about meeting up the next afternoon, which he agrees to do. Though, Lowell leaves early to stalk Jules and kill her.
While doing so, Lowell is followed by Dexter, who injects him with M99 before placing his own anesthesia mask on him. Lowell wakes up on a kill table as Dexter slices open his cheek for a blood slide. Dexter asks Lowell why he skins his victims and Lowell says that he is calmed by his trophy skins from his victims. Dexter tells Lowell that he is the Bay Harbor Butcher and Lowell screams as Dexter stabs him in the chest with a knife. Dexter proceeds to dismember Lowell's corpse and places the body parts in garbage bags. He takes the remains to a furnace, where he had previously disposed of Red's corpse, and he disposes of Lowell in the furnace, incinerating what remained of him. Dexter realizes that Prater and Charley will be wondering why Lowell disappeared, and that Dexter will be a suspect for being new to the group, but that he will figure something out.
