Lucifer Killingsworth (also known as The Inspector) was the main antagonist of CartoonMania: The Movie.
One of Matthew's classmates in middle school, Lucifer nearly beat Matthew in an art contest with a $10,000 cash prize, however, when Matthew further inspected Lucifer's exact replica of the Mona Lisa, he discovered that Lucifer had actually printed it out instead of making it himself. This resulted in Lucifer being disqualified and Matthew winning the contest and the prize. Lucifer attempted to get revenge on Matthew during the events of CartoonMania: The Movie by trying to kill of his most important cartoon characters (and later, attempting to kill Matthew himself and steal the cash prize).
He would've returned in the form of a demon in the 2019 CartoonMania reboot.

Lucifer looks like a cliché evil villain, he has lines on the side of his cheeks, brown hair and pants, black suit and shoes including a yellow and blue tie, and a stroke moustache. and his skin is pale.
Demon Design[]
He is dead. But now he is an evil spirit ghost demon who has an orange body, his eyes are brown on the right and orange on the left with dark orange swirls, he has sharp fire-esque arms, and a ghost-like tail.

Lucifer was a pompous, snooty and egotistical man who only cared about winning, because he thought he never lost.

- It's unknown how Lucifer got that hideous scar on his left arm. Matthew did tell The Main Characters about him and Lucifer, and Lucifer had scissors; thus meaning that Lucifer was possibly stabbed in his left arm.
