The Lunar Capital (月の都 Tsuki no Miyako), also known as Lunatic Kingdom, are the secondary antagonists of the Touhou Project franchise.
It is a kingdom established on the moon, which is protected by a barrier that hides its existence. The Lunar Capital's relationship to the Moon is like Gensokyo's to the Earth. The residents in the Lunar Capital consists of Lunarians and Moon Rabbits, the former enslaves the latter as tools and soldiers.

Lunarians (月人 tsukibito) or Moon People (月の民 Tsuki no Tami) are former humans/gods who came from the Earth to the moon because they believe Impurity (穢れ kegare) is ravaging the earth, which is the reason why they look down upon earth residents. Lunarians have superhuman stamina and abilities, live much longer than humans and is even said to live forever (but will still die from to unnatural causes such as accidents or battles).

Moon Rabbits[]
Moon Rabbits (玉兎 gyokuto) are rabbit-like youkais inhabited on the Moon. They seem to be more powerful than normal Rabbits. The Moon Rabbits are enslaved by the Lunarians and used for farming, pounding medicine, cleaning and as soldiers in the Moon's war effort.

Background[]
Long ago, Lord Tsukuyomi realized the earth was a impure, blood-stained world that stole away living things' longevity, thus he took only relatives he had the utmost trust in and moved to the moon, which includes his most trusted sage Eirin Yagokoro. The moon was completely without impurity, so those who had moved to the moon no longer turn old. They established a capital on the moon called Lunar Capital and the people who live there were named Lunarians. This don't include Moon Rabbits however, as they were treated as slaves and tools.
The Lunarians hate and fear impurity (life and death), as impurity would take away their longevity. In order to prevent impurity from approaching the Lunar Capital, the Lunarians took control of Asama Purifying Mountain (浅間浄穢山 Asama-jouesan), a pyramid that worshipped Stone Goddess Ariya Iwanaga, into a facility to filter out impurity; they trapped Yuimankoku (維縵国)'s princess Yuiman Asama into the pyramid and brainwashed her, in order to exploit her ability to reconstruct the impurity that gathered in the pyramid to her snake, then send the purified energy to Lunar Capital. Ariya rejected Lunarians' offer to join them, so she was sealed inside the pyramid alongside Yuiman for thousands of years.
During the Heian Period, the princess of the Lunar Capital Kaguya Houraisan, asked the Sage of the Moon Eirin Yagokoro to create Hourai Elixir (蓬莱の薬 Hourai no Kusuri) out of boredom. The elixir granted Kaguya true immortality that made her unable to die. This elixir was illegal in Lunar Capital, so they executed Kaguya, but Kaguya resurrected immediately upon dying. The Lunarians then exiled Kaguya to Earth as a punishment to make her live among filthy humans. When the exile was over, a party of messengers including Eirin were sent to bring Kaguya back to the moon. However, Eirin felt guilty that she wasn't punished even though she was the one who made the elixir, thus she helped Kaguya kill all the other messengers and lived on the earth with Kaguya. Eirin helped Kaguya escape to Gensokyo, where they built a mansion called Eientei (永遠亭) within Bamboo Forest of the Lost.
Over one thousand years ago, Yukari Yakumo organized an army of youkai to invade the Lunar Capital. Through her ability of manipulating the boundary, she sent herself and her youkai army to the moon through of the moon's reflection on the lake's surface. However, the Lunarians have much more advanced weapons and technologies, so the youkai army were easily defeated and retreated to the earth. Since then, no youkai chose to expand their bound of territory.
Imperishable Night[]
During 1969's Apollo 11 Moon landing, people from the earth invaded the moon and stuck a flag on it. A moon rabbit Reisen Udongein Inaba escaped from Lunar Capital to the earth and sought protection from Eientei. Kaguya adopted Reisen as her pet and allowed her to live in Eientei.
One night of a full moon, Lunar Capital sends Moon Rabbit emmisarries to damand Reisen to go back to the moon, and claims that they would arrive on the earth and take Reisen back on the next full moon. In order to prevent Lunarians from taking Reisen, Eirin Yagokoro hides the real moon on earth and replaced it with a fake moon that would never be full, so that the path between Earth and the Moon will be closed. However youkai in Gensokyo need power of the full moon in order to become more powerful, which causes the main conflict in the game.
Silent Sinner in Blue[]
Yukari Yakumo orchestrates the second invasion to Lunar Capital a second time in the name of procuring its technology to improve the life of youkai. Yukari sends Ran to gather allies of the invasion, and Remilia Scarlet agrees to participate in, but in secret she entrusts Patchouli Knowledge to create a rocket so that she can invade the moon before Yukari does it. Yukari and Ran invade the home of Watatsuki sisters, but fall into a trap by Eirin Yagokoro and captured by Watatsuki no Toyohime, meanwhile Remilia and her allies are defeated by Watatsuki no Yorihime. The both group are sent to Gensokyo by the Watatsuki sisters, however Yukari entrusted Yuyuko Saigyouji to stalk into Watatsuki house and steal the valuable items in it. The plan worked and Yukari used the wine stolen from Lunar Capital to have a feast with the heroines in Scarlet Devil Mansion.
Legacy of Lunatic Kingdom[]
In order to kill Chang'e to revenge her fallen son, Junko orchests an invasion to the Lunar Capital so that she can kill Chang'e. With the help of Hecatia Lapislazuli, an army of fairies led by Clownpiece invaded the Lunar Capital and filled it with life energy, which Lunarians fear greatly of. As Lunar Capital is on the edge of destruction, the Sages of the Moon freezes the Lunar Capital, and asks Doremy Sweet to evacuate the Lunarians into the Dream World. Meanwhile, Sagume Kishin leads the Eagle Ravi Corps to invade Gensokyo, using a metallic spider onto Gensokyo that can eliminate all the lives near it. However their real plan is to draw attention from Gensokyo so that they can send humans to defeat Junko.
Fossilized Wonders[]
Due to the development of AI in outside world, stockpiles of information flowed into Asama Purifying Mountain, causing Yuiman Asama to lose her sanity and incapable of purify information, and a massive wave of impurity flowed ashore at the Lunar Capital. Eirin Yagokoro asks Ariya Iwanaga to use her ability to freeze the time of Gensokyo to stop the impurity coming from outside, and promises that a human would come to defeat Ariya and get Gensokyo back to normal.
