The Lunatics are supporting antagonists in Batman: Arkham Asylum and and mentioned antagonists in Batman: Arkham City. They are a group of the most disturbed patients at Arkham Asylum. During the events of Joker's plans at the Asylum he released the Arkham Lunatics to wreak havoc and hinder Batman.
Biography
Batman: Arkham Asylum
They were completely insane inmates at Arkham Asylum who were imprisoned at the Penitentiary Island. While not evil, they are lost souls who they attack anyone or anything they see, making them the most insane and dangerous inmates at the Island. The only way to defeat them is either by knocking them out or killing them.
During Joker's take over on Arkham Asylum, Harley Quinn release the Lunatics in an attempt to stop Batman from progressing, though the Dark Knight managed to take them all down easily. Joker later ordered his men to kill the Lunatics on sight because they were unable to be controlled and too dangerous to be kept alive.
Batman: Arkham City
It is later revealed that the Lunatics were actually failed test subjects of Hugo Strange in his attempts to perfect brainwashing, using technology he stole from the Mad Hatter. However, the experiments had failed, and the Lunatics' minds were severely damaged beyond repair. To cover up his experiments and silence the Lunatics, he had them lobotomized and hidden in the Asylum as patients. Several Lunatics who had survived the Joker's assault were given to the Penguin, who used them for target practice.
