Magistrate Wilkins was an elected official in 17th century France in the WB TV series Smallville.
He served as an overarching antagonist of the season 4 episode "Spell".
He was portrayed by Mark Acheson, who also played Moses Tripoli in Fargo and voices Unicron in Transformers: Armada, Tirek in My Little Pony: Friendship is Magic and Crumplezone in Transformers: Cybertron.

Wilkins was the magistrate of the French village of Castelnau-de-Montmiral. Somehow Wilkins learned of the legendary Stones of Power and he, like other occultists, desired to possess them. When Countess Margaret Isobel Thoreaux stole a map from Duchess Gertrude, she turned in her former protégé and her comrades to Wilkins who had the three arrested for being witches.
The magistrate had confiscated Isobel's spell book causing the three witches to lose their powers. They were brought to the fields outside of the village where an angry mob awaited led by Wilkins. Madelyn Hibbins and Brianna Withridge were escorted through the angry crowd to the stake while the Countess Thoreaux was brought before Wilkins.
Isobel snarkily asked Wilkins if he's come to enjoy his handiwork to which the magistrate strikes her across the face. Wilkins told Isobel to tell him of the three Stones of Power and that she may yet escape the pyre's flames. The Countess asked for her spell book which had a page marked by a feather.
Wilkins produced the book and asked what the marked page meant. Isobel defiantly stated it meant the stones would be hers and once she possessed them he would tremble at her feet and never persecute her kind. She then spat blood on the illustration and invoked a spell in Latin that stenciled a symbol onto her skin. Wilkins saw this, called her a demon and told her to join her confederates while she laughed.
When the Countess and others were tied to the stake, Magistrate Wilkins stated their crimes and sentenced them to death by burning for practicing witchcraft. As Wilkins' men lit the torches, Isobel prophesied that this was not the end; her heir would awaken her and she would have vengeance upon her persecutors. Isobel cackled wildly as the flames consumed her but her comrades screamed.

After being possessed by her ancestor, Lana Lang had a strange dream of Isobel's final moments and saw Magistrate Wilkins deliver his sentence. While Wilkins read the Countess' crimes, a woman walked through the crowd and angrily yelled at Isobel in French before her eyes glowed violet, indicating she was a witch. Lana abruptly awoke from the dream frightened.
