Makoto Asamura, also known by his alias So Utsuki, is the delusional criminal Judge and the main antagonist in the "Judge" arc of Kamen Rider Drive.
He is portrayed by Takaya Aoyagi, who would later on to play Jugglus Juggler in Ultraman Orb.

Five years prior to Drive, Makoto operated as "Judge", a vigilante who used the website Judge Time to go after criminals. When police officers began looking to arrest him for unlawful vigilantism, Makoto killed Toma Okajima as revenge for saving him because he believed he supposed to be the hero. Makoto then made his death look like a suicide and framed him as being Judge. Unbeknowst to him, Toma had removed a button from his jacket before his death to prove his innocence, as well as giving the police a clue to his true identity. Shingo Tachibana would spent his years in retirement looking for Judge's button at the bridge where Toma died.
In the present day, Shingo became the synchronization partner of the Judge Roidmude and posed as Judge to lure out the real one out of hiding. Utsugi tried to elude suspicion by posing as a victim of the Black Candle gang. But as Judge attacked Tenkawa Angel Real Estate at the same time, it was Go Shijima whom rescued him. Thus Utsuji decided to frame Go as being Judge by using his recording of Go (having tricked him into doing it under the pretenses of a interview of sorts) and replacing Go's audio with Judge's own.
However, Special Investigation Unit managed to track him via his second website, True Judge Time, and thus Genpachiro Otta and Kiriko Shijima apprehended him while Shinnosuke Tomari recovered his button.
Kamen Rider Drive: ~Mach Saga~[]
Two years later, Utsugi became a part of the members who was led by Koya Nishihori to participate in a prison outbreak, acting as Revenger Roidmude's agent. Nevertheless after that he is out of Koya Nishihori's command.
Utsugi mailed a crime prophecy to Shingo Tachibana and tried to stab Shingo by using a knife to have revenge. Howecer, he later accidentally stabbed Genpachiro Otta and had been beaten down by the latter. After being putting into jail again, he was shot and killed by Mitsuhide Nira for taking responsibility.
