The Evil Mayor is the overarching antagonist of Dog Man, the first installment in Dav Pilkey's novel series of the same name, as well as a minor character in DreamWorks Animation's film adaptation of the series, also named Dog Man, which is a spin-off from the Captain Underpants franchise.
A mayor of whom not much is known about, the evil mayor is a corrupt and cruel head of Okhay City that rules it over with an iron fist with the assistance of Dr. Scum and his company, who, like the evil mayor, all wish to conquer the world rather than just a simple city. She is also Chief's archenemy, for she was the one who fired him for her evil plot.
In the upcoming film adaptation, she will be voiced by Cheri Oteri, who also voices Gwendolyn Zapp in the Big City Greens franchise.
Appearance[]
She has black hair and commonly wears a green shirt with a giant yellow letter "M" printed on it.
Personality[]
Her true personality is currently unknown. However, she is shown to get angry at times, such as when Chief had done a lousy job when she read the newspapers, or when she hears that Invisible Petey had destroyed her illegal stores and her robot she made to replace Chief.

Before Dog Man[]
Somehow, the mayor had gotten elected mayor before the events of the books. Before or after that happened, she had met Dr. Scum and made him her assistant.
Dog Man[]
One day in the office, the mayor came with some bad news about Chief. The news shows that Chief had been soft on crime, Petey the Cat had escaped from Cat Jail eight times, and a poll that said that everyone hates Chief. Then, the mayor tells Chief to straighten up, or she will replace him with a robot. Then, she slams the door as she leaves to go back to her car. While doing so, she says that her evil plan will become reality, and Dog Man hears this and follows secretly.
When she came to a stop, she had come to a strange factory called Robo-Time Industries. Inside the factory, she talked to her assistant Dr. Scum about the evil plan, as Dog Man secretly took out his phone and took a video. He learns that the mayor and her assistant had made an evil robot to replace Chief once some bad news happens. In order to make this happen, the mayor had sent a can of Invisible Spray, a spray can that will turn anything invisible whenever sprayed, to Petey the Cat.
In Cat Jail, Petey used the spray on himself and escaped.
Soon, a news report came, so the mayor and Dr. Scum came back to the COPS station and showed Chief the news. Then, she fires Chief and then asks Dr. Scum to bring in his replacement, Robo-Chief. Then, she tells Robo-Chief that he must obey her every command, or else he'll get sent to the junkyard.
Afterward, she told Dr. Scum and his bad guy friends to create illegal shops. After a bit, they succeeded and told Robo-Chief to tell the other cops that if they went anywhere near the mayor's new stores, they would get fired.
However, Petey (still under the effects of the Invisible Spray) notices the stores and goes inside one of the stores. Inside, he repeatedly took off and on a customer's pants until he ran away in fear, thinking it was a ghost. Then, Invisible Petey did the same things to the other stores.
Soon enough, Dr. Scum found out and called the mayor about the invisible ghost haunting the stores. The mayor, angry, sends in Robo-Chief to destroy Invisible Petey. However, Robo-Chief fails, as he had accidentally destroyed the stores and even himself. Then, Dr. Scum tells her about it, and she gets really angry.
Out of options, she sends in Dog Man to arrest Invisible Petey. Dog Man succeeds by jumping into a kiddie pool and drying off the way a dog does, causing the effects of Invisible Spray to wear off. Then, he arrests Petey.
The cops then go to an award ceremony to celebrate Dog Man. As the cops cheered for him to make a speech, Dog Man decides to show the video he made earlier of the mayor and Dr. Scum talking about the evil plan. The cops then look at her angrily, and as she tries to think up an excuse, Dog Man handcuffs her and walks her up to Mayor Jail.
Dog Man: Unleashed[]
In Dog Man: Unleashed, she appears as a cameo character in the book’s prolouge chapter, described as a haunted soul poisoning the meek. Along with her, there is Dr. Scum, Robo-Chief, and the Leader Hot Dog.
Movie[]
It is confirmed that the mayor will appear in the film adaptation of the series. While not much of her role in the film is known, it is known that she would have been elected as mayor prior to the events of the film and would have her own scene yelling at Chief for the ruckus Dog Man and Petey caused. In the film, the mayor would not be portrayed as a villain.

- Despite the fact that she was arrested, Dr. Scum wasn't, and he would later become the secondary antagonist of the series, serving as the main antagonist of For Whom the Ball Rolls and the Scarlet Shedder and a minor antagonist in Mothering Heights.
- She isn't the only mayor in the series, as she was replaced with another one just two weeks after she was fired, who is a much nicer mayor.
- Coincidentally, both of them have the same alias of Mayor, and they both have a giant yellow letter "M" printed on their shirts.
- Despite being female, she calls herself 'king' and Robo-Chief calls her 'sir'. This means she might actually be male or this is simply a mistake by the author.
- In the trailer for the upcoming film adaptation of the series, she can be found on a bulletin board in Chief’s office. She can also be found in a portrait of herself in the same location.
