The Mayor of Koka is a minor antagonist in Berserk, he was a selfish man of high status that lived in the town of Koka. The mayor acted as the unwilling right-hand of the Snake Baron, he would send carriages of children to the baron's castle to be eaten by him, in return the baron promised that he wouldn't attack him and his town.
After Guts entered the town in search of the ruler, the baron broke the deal with the mayor, causing the destruction of Koka.
Appearance[]
The mayor appeared to be an old man with a bald head and had a small body. He had a big white mustache that covered up his mouth and large eyes with wrinkles around them, making him look scared and tense. For clothes, he wears a minister's robes and cap.
Personality[]
The mayor immediately presents himself to be a fearful man that was reluctantly compliant to his master. He tried to rationalize his actions by pretending that he attempted to keep his citizens safe by feeding some of his people to the Snake Baron, but it became clear he only did it to safe his own life. Only doing it out of fear of what his master might do to him if he disobeyed him. When Guts confronted him with this, he became offended and ordered him to be tortured, despite him knowing that it's the truth.
The mayor was ultimately nothing more than a coward that only thought of self-preservation and although he presumably did feel regret for his actions, he never once thought to compromise with his master and as a result got numerous innocent children killed.

Backstory[]
At some point in his life, he became the mayor of the town Koka.
One day, the Snake Apostle and his thugs forcefully took over the town and he made a deal with the mayor. He had to constantly round up young children from his town and send them to the Snake Apostle's castle to be eaten by him, he also had to supply him with large amounts of gold. If he didn't do this, he would kill him and destroy his entire town and its inhabitants. The Snake Apostle would also grant himself the title of baron.
The mayor unwillingly went along with this, not necessarily because he cared for his people, but because he selfishly wanted to preserve his own life.
Black Swordsman Arc[]
Eventually the demon slayer Guts made his way to Koka after having heard supposed rumors about the ruler that resides in the castle being a monster, he would come to fight some of the Snake Baron's thugs in a tavern which causes Guts to be captured and tortured.
The mayor comes to inspect Guts and after seeing his large amount weaponry, he believes Guts to be a mercenary. This causes the mayor to become frightened, judging him that he's a simple outsider that has no idea that his actions can have serious consequences to the town. The mayor goes on to explain that he believes the baron to be a “horrible and incomprehensible creature from the very depths of the pit.” And that no normal human can kill him. Guts tells him that he's aware of what type of being the Baron is, but he also tells the mayor that he knows about the deal he and the baron made. The mayor tries to rationalize his actions saying that it's his responsibility is to keep his town safe. Guts simply refutes his argument telling him that he only does it to safe his own skin.
The mayor reacts so negatively to this that he begins feeling pain in his heart, which causes Guts to smirk. The mayor then orders Guts to be tortured to the fullest extent, but he tells the torturer to keep him alive so he can come to meet with the baron in person. He then orders a carriage to take him to the baron's castle so he can apologize for the deaths Guts caused.
The mayor goes up to meet with the baron. He walks into a large room where the baron is eating a meal, the mayor asks for forgiveness and tells the baron that the deaths of the thugs in the tavern was caused by an outsider, not by the townspeople. The mayor suggests to double the amount of prisoners and gold to satisfy the baron, but he then condescendingly tells him that unlike before, he's only doing to safe his own life. The baron pinches a small piece of meat on his fork and throws it at the mayor who catches it in his hand. The meat is revealed to be a human ear, this causes the mayor to fall on the ground in fear.
The baron stands up and explains that he doesn't care about materialistic things such as gold and prisoners anymore. He instead wants to see all humans die in a fiery inferno, thus revealing his true motivation to destroy the town anyway despite the deal they made.
The mayor is taken away by the baron's goons and is presumably killed.
