Mayui Kokuchou is one of the two main antagonists (alongside Senior) of the manga A Certain Scientific Mental Out, a spin-off of the A Certain Magical Index franchise.
A 2nd year student attending Tokiwadai Middle School, she is the leader of the Kokuchou Clique and one of the candidates for Tokiwadai's Student Council Election. However, her true objectives are tied to the mysterious relic she wields.
Appearance[]
Mayui is a teenage girl of average height with medium-length brown hair that's parted in the center of her forehead and is worn in two frontal braids, one on either side of her face. As a student of Tokiwadai Middle School, she wears the school's standard uniform with a plaid skirt.
Personality[]
Initially, Kokuchou appears as a bubbly and outgoing individual, being described as having a "fantasy brain" by Mashiro Iori. She is somewhat clumsy and has a love for sweets like cakes or pastries. Besides this, Kokuchou has proven to be rational and tends to advocate friendly discussions instead of rushing into a dangerous course of action. Like the other candidates, she wasn’t willing to give up on her bid for student council presidency when it was proposed by Kamino. However, she has a slightly darker side, as glimpsed by Mei and Kii, though this mostly due to the influence of the Relic she possesses.
Beneath this goody-goody façade lies a far more sinister character. Kokuchou is a cruel, deceptive, manipulative and ambitious sociopath who is perfectly willing to go to extreme lengths to achieve her objectives. She is shown to be uncaring of her clique members and considers them disposable pawns, having no qualms with using them up and discarding the ones that she sees as worthless. Even after revealing her true colors, Kokuchou continues to behave in a carefree manner, albeit with an air of condescension.
Kokuchou is quite ruthless and unmerciful, having little to no reservations about dispatching anyone who she views as obstacles or annoyances. She is also sadistic and arrogant, often mocking her opponents and enemies when they're at their most vulnerable, as seen when she viciously taunts Sakubou for challenging her. When Sakubou makes a slight about her panties, Kokuchou kicks her in stomach, proving that she is capable of being petty as well.
Biography[]
Mayui Kokuchou's past isn't fully revealed. It is heavily implied that she is a test tube created from the cells of the former #1 Level 5 esper by □□, intended to be a vessel for their resurrection, and adopted by unknown parents.
She enrolled into Tokiwadai at some point in time and became an established clique leader. She and her clique gained control over the school's newspaper club and became the primary publishers of the school paper. Kokuchou eventually came into contact with one of the Relics that houses part of the previous 1st-ranked Level 5's consciousness.

- Barrier Generation: Kokuchou's esper ability allows her to create cuboid-shaped barriers to encase certain target areas, either trapping or protecting individuals within them. Her ability has been considerably bolstered by the Relic and the previous generation #1 Level 5, though it tends to give her nose bleeds from time to time. The barriers that Kokuchou produces are durable enough that not even Mikoto Misaka can penatrate them.
- Synthesize Grid: Kokuchou is able to utilize the esper ability of the previous #1 Level 5 through one of the Relics. To draw on its power, Kokuchou invokes the Relic's ability with the command "Drive". With this, Kokuchou is able to disperse small metallic particles and create a special territory by enveloping the current area. Within the area of effect, Kokuchou is able to manipulate anything under Synthesize Grid's influence, including the space itself. When using this ability, Synthesize Grid exibits a chilly sensation in the surroundings. If Kokuchou is indeed the test tube baby created from the former #1's cells to be their new vessel, then she has supposedly been improved to remove the physical limits on using Synthesize Grid.
Abilities[]
- High Intelligence: Beneath her clumsiness and childish behavior, Kokuchou is highly intelligent and calculating. She is capable of formulating a series of complex plans to take down each of her rivals in the Tokiwadai election while drawing away any suspicion from herself. She also has great prowess for manipulation, as she was able to persuade Sakubou into framing Junko Hokaze for threatening her.
- Baking Skills: Kokuchou is shown to be an expert baker who can create delicious pastries like cakes or cookies.
