I don't know if I already ask that. But you said he is far too evil and deluded to count as an Anti-Villain. But why is he then counting as an Extremist? Because of my knowledge, Extremists are not terroristic and wouldn't cross lines like Anti-Villains.
Where does it say that? According to the category page for Extremists, extremists are some of the most dangerous type of villains, and they are generally despised by other characters (which perfectly matches Hal: he mutilates those that he sees as “sinners”, and this causes him to be so despised that vigilantes would vandalize his grave). But anti-villains are just sympathetic villains with noble goals.
Why did you remove my vote against Russ Cargill? The rule is I cannot create my own Pure Evil Proposals, there is no edit requirement for me voting on proposals. And I gave a clear and coherent reason for why he did not count, his crimes were played for comedy.
Fairly sure we've been monitoring it and a of what I've seen most have above the 300 minimum required. I may not be on as much as I used to but I am aware it's not too hard to get. Occasionally some are missed as happens sense we can't always notice every little one but we do try to let them know when we notice.
The admins did not really seem to mind anyone voting on pure evil proposals, regardless of their edit count. Indeed, nowhere in the pure evil proposal rules does it say anywhere about having a mandated number of edits to vote on a proposal.
I’m certain that that is because they just didn’t notice it. The rules still say that users must have a minimum of 300 edits to vote, and there hasn’t been any discussions or announcements changing that rule.
I decided to ask about the edit count rule on Discord just in case there’s been any changes that I missed, but for now, until I am told by admins to do otherwise, I’ll have to keep your vote as invalid.

None of them are ringing any bells? Serial rapist (Nick), serial killers (Hal, Penelope, and Chic), mass murderer (Hiram), drug dealers (Southside Serpents, Ghoulies, Hiram again, etc.), and other abusive parents (Alice, Penelope, Nana Rose, etc.)?
Although, assuming you’re familiar with the show, you can get an admin’s permission to propose Clifford if you really think he counts. I’m personally not up for it especially since I actually did try proposing him last year, but he was voted down for failing the heinous standard.
