No matter how much you disagree with the category belonging on a certain article, you cannot remove the Pure Evil category from pages without making a removal proposal in the form of a blog post (especially if the page is marked as "PE Approved"). We have been sticking by this rule for well over a year now and it's not going away.

No broken numbers/gibberish-titled pictures & no spam filenames such as "Download" or "Screenshot" or "Screencap" or "8B94-F005D99FB4E2" or "Bandicam" or "IMG" or "Hqdefault" or "Maxresdefault" allowed (see Rules).
Don't forget to write down the description of the added photos (of persons, places, things, events, ect.) while uploading so you won't lose your place within your filelist.
Since you're not familiar, the PE category can count on pages that have already been on the page for an extremely long time and thus don't need PE proposals. This has been an established rule ever since PE proposals were introduced. So yes, it needs a removal proposal if you don't agree with it's addition, not a PE proposal.
