how is dimitri not considered PE? first he manipulates niko by saving his life, then gets his trust to have niko murder faustin so he can move up and make more money, then he betrays niko by trying to kill him, then he kidnaps roman, then he tells you to go make a deal with him for cocaine promising you a lot of money, but betrays you again by trying to kill you and to take all the money, oh and he also kills roman.
First and foremost, the PE category isn't a toy. It cannot be added or even removed from pages unless you write up a PE Proposal and gain consensus for a character qualifying. You spamming the category in a short amount of time (even on a page where the category was rejected) is what got you banned in the first place.
And even if you wanted to make a proposal, you can't because you haven't been properly active on the Wiki for at least 5 months.
Secondly, GTA has extremely high heinous standards, where criminals betraying one another, kidnappings, murders and drug businesses are practically the norm in the universe. Having no redeeming qualities is one thing, but a villain from the GTA games would really have to go the extra mile to qualify. Comparing him to Donald Love and Avon Hertz? What you described about Dimitri sounds very pale in comparison to what they do.
ok, but besides those 2 he's the most evil antagonist, what else is there, Frank Tenpenny? Secondly, Dimitri Rascalov is very similar to Micah Bell, in his actions and all that he does. Maybe Dimitri's a tiny bit less shitty than micah but it's pretty similar, and GTA, RDR, and L.A. noire might be in the same universe, so does the dame universe theory (if true) makes them all have to live up to the same standard?
after that, if he went farther than everyone (besidesDonald Love) before him, shouldn't he be pure evil for meeting all the criteria?
1: at the time he arguably crossed the MEH line multiple times (usually barely but still)
2: he is actually a threat and never makes u laugh, unlike someone like Big Smoke
3: he's never shown in a positive light
4: he never can feel love and the only love he shows, is to manipulate someone to kill his own boss so niko looks bad and Dimitri can manipulate the mafia into gunning him down
5: he could never be redeemed no matter how hard he tries (if he would)
6: he shows no remorse but instead tries to fake some remorse to manipulate niko to help him do his dirty work

Like in the end they're all pretty horrible but they don't reach Dimitri levels, they don't even reach levels of someone like steve haines or Catalina who even they are better than Dimitri Rascalov and Micah Bell.

Isn't the psychotic category already enough to point out that he's an extremely unstable individual? The psychotic category itself is already designated to villains who suffer from the most extreme cases of a mental instability, and, more often than not, incarnations of the Joker end up being psychotic anyway. Adding the mentally ill category to a villain who is already psychotic is the equivalent of adding the murderer category to a page about a serial killer: you're just making a pointless and extremely obvious observation.
At the beginning, he tried to help Stan and Heff to steal honey, but when Winnie the Poo told him that he don't need to steal honey, and he can just ask for honey, and he will get it. Stan and Heff tried to told him stealing is the better way, but Wooster grabbed them and defeated them. He became a hero and one of Winnie the Pooh's friends.
