Michael Quan is the secondary antagonist of the "Chinatown" arc of the third season of Law & Order: Organized Crime.
He was portrayed by François Chau.
In Law & Order: Organized Crime[]
Quan first appears after Jennifer Lee is shot. He tells Detective Elliot Stabler of the NYPD's Organized Crime Bureau that he is good friends with Stephen Lee, Jennifer's husband, and he admires how Jennifer helps those in need. Quan's true character is revealed to the Organized Crime Bureau when he holds a press conference to announce Stephen's leave of politics and he will take his place in the election. Detective Jet Slootmaekers also reveals that Quan was behind the attempted murder of Jennifer Lee. With that, Stabler confronts Quan and makes it known that he will arrest him for his crimes sooner or later.
Quan is revealed to have ties to a local street gang, feeding them money for their help in smuggling. When the police investigate a containment yard, Quan secretly has the people inside moved before they are investigated and bribes the coast guard to look the other way. When said coast guard visits him, Quan thanks him for his help but when the latter tries to extort more money from him, he signals to his gangster partner to give him "his payment". As a result, the man is shot dead and his body disposed of.
While going through the surveillance, he recognizes Wen Shao as one of the customers and finding a picture of him with Stabler, realizes the cops were closing in. Quan quickly calls his gang contact to shut down the operation, while trying to make an escape. Getting in his car, Quan tells his driver to get him far away, but Stabler appears and prevents his escape while colleagues save the captives while arresting the gangster. Quan promptly surrenders.
With all the incriminating evidence against him, Quan is promptly charged with human trafficking.
