Monica Stevens is a major antagonist appearing in seasons 5, 6, and 7 of The Rookie,
She was the corrupt lawyer for Elijah Stone who used her abilities to stop him from being arrested, but failed. Initially seen as a normal corrupt lawyer, she is later revealed to be a criminal mastermind.
She was portrayed by Bridget Regan.
Biography[]
Monica dated Wesley Evers, a defense attorney, but he cheated on her, which destroyed the relationship. She grew vengeful of the NYPD and D.A, so she became the lawyer for Elijah Stone. One day, Blair London ran over someone while drunk and Monica forced her to be an accomplice.
The Reckoning[]
Wesley meets Monica Stevens, who is revealed to be an attorney for Elijah. Monica defends Elijah by asking Wesley on how he dealt with him in their first interaction, stopping him when he attempts to explain his answers. She brings up Arthur Andrews, who witnessed a relative of Elijah kill a man. Wesley tells her that Elijah said “either you make this go away or Moreno will”. They meet up at a bar where Lopez finds him talking to her. Monica asks Lopez about Alex Merritt, who was shanked to death in prison. She proclaims that the killer said thst Wesley ordered her death. Sean Del Monte ends the conversation after tension rises, and she tells him that she will drag him and the police into the mud. Because of how credible the threats were, Del Monte drops all of the charges on Elijah.
Death Notice[]
Monica confronts Lopez and Harper about stalking Elijah. She claims that he is being harassed and will take everyone’s badges.
Death Sentence[]
Monica and Wesley go to judge Rivas’s chambers to argue excluding Mr. Parker, a witness’s testimony. Unfortunately, Wesley sides with Monica as Rivas was bribed by her. A few days later, Wesley tries to get a warrant on him but the Judge declines. As he is about to talk to Rivas, he meets Monica and starts a brief argument. Wesley demands that he flip on Elijah, but Rivas refuses out of fear. When Wesley walks out, Monica spies on him leaving for an elevator. Harper and Wesley go to Rivas’s chambers, only to find him dead, with Wesley believing that Monica told Elijah. He confronts Monica in the hallway and calls her a sociopath with no morality towards anyone.
The Con[]
Lopez is seen talking with Monica, and Lopez admits she broke into Elijah’s house to threaten him. For leverage, Wesley meets up with Abril Rodas and admits that Elijah killed members of Moses’ gang. After finding out that Rivas was murdered, Monica is arrested and her files from Rivas’s cases are all seized. FBI agent Matthew Garza threatens Monica, saying that Elijah will have him killed.
The Enemy Within[]
Monica wins In court as Rivas had offset dementia, which resulted in the letter being excluded. While in a Parking lot, she is ambushed and abducted by Elijah. He tells her to explain why she shouldn’t be thrown into a wood chipper and she yells that she is the perfect lawyer for vengeance. As a way to get into the investigation, she forces Elijah to punch her. Monica tells the LAPD about a money laundering deal, which is successful. While sitting on a bench, she gets flashbacks of her kidnapping. After the deal is busted, she enters Elijah’s car and tells him that it had to be done. In secret, she tells the police about a drug deal going on so Elijah can be caught. A shootout initiates in which Monica is accidentally shot and Elijah is beaten and arrested. In her bed, she is threatened with being charged for obstruction, wiretap, conspiracy, and burglary. She gets up and moments later, calls Abril to ask to be her lawyer.
S.T.R[]
She shows up in the episode to help Skip Tracer Randy, who accidentally contaminated 2 murder crime scenes while on bounty hunting jobs.
Strike Back[]
Monica defends Boyd Taylor, a robbery crew leader who killed numerous people. She scolds the police for talking to him without his lawyer present. After leaving the building, she gets a call from an unknown person. She tells him to do whatever he wants. While in a prison bus, Taylor is shot, possibly by the man Monica talked to.
The Hammer[]
Monica defends Oscar Hutchinson, who is suing John Nolan out of anger towards his treatment in Death Notice. So he can get to Bailey’s wedding, he willingly gives up his phone to be investigated by the judge.
The Vow[]
She continues to defend Oscar by asking Nolan questions on text messages sent to Bailey about wanting Oscar to be shanked in prison. Despite the text messages, Nolan gets off.
Punch Card[]
While on the phone with Wesley discussing a deal with a client, she is alerted by a noise and tells Wesley to call the cops. She is attacked but subdues him, shoots him in the foot, and kicks him in the head, faking an injury to watch her attacker in pain at the hospital. Blair London gets information about a police ambush and has a bomb blown up in the building which injures several officers. Monica attempts to make a deal but Wesley and Lopez only get angry at her. During an ensuing attack, Monica goes up to her attacker in his bed and poisons his IV while telling him that she will see him in hell. Knowing she will be blamed, she cowers in a corner to seem like she was scared.
The Squeeze[]
Monica speaks with an accomplice and later receives a call from Blair London, who informs her Mad Dog’s suicide due to blackmail. London pressures Detective Pearson to deliver evidence to Sergeant Grey. Meanwhile, London falsely claims that Officer Bradford has anger management issues, leading to him being placed on leave. Nell Forrester then looks through dispatch calls to find cops who failed to do their job. Monica enters the police station and demands that she know why and who attacked her. She meets up with Gundo, who is thankful to her for getting his nephew out of prison. Meeting up with Oscar, she asks for help finding who attacked her. After learning that Christian Batista ordered her hit, she shows up at her house, where Chen is also at. Two men on motorcycles show up and one of them starts shooting an Uzi around. Andrei Gwarzo, the other accomplice, is kidnapped by a fellow crime boss, so Monica tortures and kills him. As a favor to beat up Kelso, Monica agrees to break him out of prison.
Escape Plan[]
While at his home, Pearson is shot in the back and shoved in a garbage can. A lead is finally found when Blair was seen with Monica 3 years ago on live TV. Monica then talks to Eric Ramsey and says she will have him killed if need be. Two assassins attack London and Liz Diamond, tazing Liz before abducting both of them. Jason Wyler and Oscar evnutslly find Kelso in a stairwell and start beating him together, making him say who is his boss. Gundo finds Monica in a parking lot to kill her but then tells her that he will not do it if she offers him more money. In the Batista household, she gives him a big percent of her business to attack a laundromat. With London as a hostage, she enters a jet to flee. Lopez goes undercover but it is too late and people start being shot. A meetup finally starts between her and Jakob Olmstead in which London will be given to him. Nolan and Harper decide to not listen to the FBI, so they drive an RV into the barracks and start shooting. Because Nolan was shot and Harper was too focused on him, Monica escapes into the desert. With the advice from Monica, Oscar and Kasi escape and go on the run.
Speed[]
While on a bus to find criminals, a man pickpockets someone. However, when 3 passengers come on the bus, one of them pulls out a bomb and takes the bus hostage. Another man, the guy’s brother, points a gun at the driver and forces him to drive no matter what. An unknown number demands 100 million dollars from a wallet seized by Cameron Tully, an arms dealer. Tommy is accidentally shot by Jaurez and Nolan is forced to heal his wounds, or else Joel will blow up the bus. As Lopez and Harper reach the house, an automatic machine gun activates and almost kills them. The pregnant woman is later identified as being in the house where the machine gun was at. When the driver speeds up, Nolan takes advantage to beat him up and stop the bomb. Denise Summers, also known as Cassie, enters the car, sucks out information out of a government key card, and then calls Monica.
The Good, the Bad, and the Oscar[]
The key card she stole would be key to her plan as she used the card against the U.S Government to grant total immunity from the FBI, national security, and the LAPD. Monica is lastly seen walking in the Homeland Security building. Nolan sees her and she says “ Miss me?", which angers the LAPD members watching her.
