The Morag Tong are major characters in The Elder Scrolls franchise.
They are a clandestine guild of assassins most active in Morrowind. Unlike most outlaw groups, the Morag Tong is state-sanctioned under Dunmeri law. They operate through legally recognized “writs of execution” that permit targeted killings without reprisal. The group venerates Mephala, the Daedric Prince of secrets and murder, seeing assassination not as crime but as holy ritual to maintain social and political order.

Origins[]
The Morag Tong traces its roots to the early Chimer/Dunmer culture. Mephala allegedly taught the first Tong agents that murder could be sacred when performed for a greater purpose. Over centuries, the Tong became institutionalized under Morrowind’s Tribunal Temple, acting as a balancing force among the Great Houses.
Second Era and The Elder Scrolls Online[]
During the Second Era, the Morag Tong held considerable sway, openly operating across Morrowind and sometimes beyond. Their rivalry with the Dark Brotherhood intensified after splinter factions abandoned Mephala’s worship for Sithis. In ESO, the player can encounter or even join the Tong, revealing their ritualistic and lawful approach to killing.
Third Era Events (Morrowind)[]
In The Elder Scrolls III: Morrowind, the Tong plays a significant role in the province’s political intrigue. They can provide the Nerevarine with writs of execution against specific targets or involve them in faction quests. Despite their legality, their acts often destabilize House politics and advance Mephala’s hidden agendas.
Decline in the Fourth Era[]
By the Fourth Era (Skyrim’s timeline), the Morag Tong is largely diminished, forced underground by political changes and the Empire’s outlawing of their activities outside Morrowind. Hints of their survival appear in texts like The Brothers of Darkness and in Black-Briar rumors suggesting a lingering presence.
