Philip Giggles, better known as Mr. Giggles, is the final elusive target in HITMAN.

Background
Mr. Giggles is the owner of the Soirre Horrible, a circus that specialises in the most graphic and grotesque entertainment possible. Such "attractions" include forcing a panda to eat other pandas and mutilating an albino camel with a chainsaw in front of a bloodthirsty crowd. Mr Giggles' main goal is to disturb his audience as much as possible, possibly even going beyond animal abuse, as implied by his gladiatorial rings, which are heavily implied to "star" humans.
He is easily recognisable by his strange facial tattoos, which cover his face almost completely as well as his otherwise unremarkable bowler hat and clean suit. Very little is known about his life before becoming a ringmaster, implying that he became an underground sensation out of nowhere.
Personality
Mr. Giggles is a purely sadistic and monstrous human being. Taking pleasure in inflicting as much pain as possible on animals or people, Mr. Giggles is constantly looking to achieve the most disturbing results possible by going beyond what even the most hardened viewer could stomach.
Ironically, he has no sense of humour despite being called Mr. Giggles, as his idea of a joke is pretending to poison someone after toying with them. He's also very wealthy, being able to illegally obtain rare and unusual animals to torture to death in his circus/theatre as well as have a personal assistant and crew members willing to do his dirty work.
