Mr. Wilkins is the overarching protagonist of a series of commercials advertising Wilkins Coffee. He is Wilkins and Wontkins' stern boss and the owner of Wilkins Coffee, as well as the guy in charge of the Wilkins Coffee commercials.
His actor is currently unknown as of right now, but it is presumed that he is played by Jim Henson, who also played Wilkins in the same commercials.

Nothing much is known about Mr. Wilkins, but all that we do know about him is that he is in charge of the Wilkins Coffee commercials and is Wilkins and Wontkins' boss, hence why Wilkins keeps murdering Wontkins for not drinking Wilkins Coffee.
He also is known to be stern to Wontkins as he put his foot down on Wontkins when he denied a cup of Wilkins Coffee, lit him on fire for calling Wilkins Coffee “crummy”, and blew up the set once Wontkins said he was tired of the Wilkins Coffee commercials.
