The Mutant Foot Soldiers are the Mutant Army of the Utrom Shredder.

Turtles Forever

After taking over the Technodrome and upgrading it with Utrom science, the Foot Clan have taken over the mutagen, which made Hun into the mutant turtle he currently is and turned some of their members into mutants to help conquer the world and potentially conquer the multiverse. There were at least thirteen mutant variances of the army.
