Ned Burner (November 19, 1958 – 1998) is a journalist working for the Liberty Tree newspaper. He gains news by reading emails or hiring people to create headlines for him. One of his other methods is an impersonation of a priest at the Liberty City Cathedral.
Ned Burner was voiced by Peter Bradbury.
Biography[]
Discovering the Mafia[]
Ned learns about the Leone Family from Maria Latore. She tells Ned about her husband's connections to the local mafia. He seizes the opportunity to gain more information about the Leone Family and publish it in the Liberty Tree.
Meeting Toni Cipriani[]
Toni Cipriani visits a confession booth in the cathedral on Stanton Island. He introduces himself to a priest named Father Ned. The priest is actually Ned Burner in disguise.
Confessions[]
Ned uses the confession booth to manipulate Toni to create news events. He tells Toni about a person who has a false report of athletes and dope. Ned sends Toni to collect the report and deliver it to the Liberty Tree headquarters. After witnessing the outcome, Ned decides to take further advantage of Toni's devotion. He instructs Toni to cause mayhem across Liberty City to punish every sinner. Toni follows without question. The disorder is overwhelming, which provides Ned with more news for headlines. He still isn't satisfied with the results. Three celebrities decide to give an interview to a local radio station instead of the Liberty Tree. Toni is asked to kill the celebrities: Black Lightman, DB-P, and Faith W. Each one is killed with a rocket launcher. He then returns to the cathedral. He is confused when Ned suddenly leaves the confession booth.
Confronting Toni[]
Ned is fully satisfied with the information from Toni's actions. Before the information can be published, he is confronted by Toni. Ned claims to be a witness of Toni killing Avery Carrington. He also claims to have photos of the murder. He is threatened by Toni but ignores the threats until he becomes annoyed. He takes Toni to a garage where the photos and evidence of Toni's actions are stored. Ned uses his camera to flash Toni and escape. He tries to escape by using a motor scooter but is chased down and killed by Toni.
Aftermath[]
Ned's corpse was delivered to Donald Love's morgue party. Love ate Ned's corpse and confiscated the evidence.

- Despite starting with best intentions, Ned Burner eventually comes to be the most ruthless antagonist of Grand Theft Auto: Liberty City Stories.
- He is presumably based on the real-life media mogul, Ted Turner.
