Ned and Zed are the henchmen of Ripslinger. They are the ones that are being advised by Ripslinger to prevent Dusty from winning. Since they can't outrace a competition, they make their boss win the race by cheating. There is even one time that they watched the video of Dusty racing, but their boss scolded them. In the final race, when they chased Dusty, Dusty avoids them which makes them both stuck between canyon walls.
Appearance
Ned is the dominant green one, while zed is the dominant white one. Their colors are reverse to each other. Also, Ned's recing number is 0, while Zed's is 00. They share a lot of similarities, such as the black color around the eyes and the body model. It is possible that they are the same vehicle model.
Personality
They are both cheaters and they are obedient to their boss. Even though they support Ripslinger, they sometimes watch the video of Dusty racing, but their boss scolded them.
