Neil Perry is a major antagonist in season one of Dexter.
He was portrayed by Sam Witwer, who also portrayed Darth Maul and Son in Star Wars: The Clone Wars, Galen Marek/Starkiller in Star Wars: The Force Unleashed, Dark Apprentice in Star Wars: The Force Unleashed II, Doomsday in Smallville, Agent Liberty in Supergirl, Ocean Master in Justice League: Throne of Atlantis and Walter Londra in Horizon Forbidden West: Burning Shores.

Neil Perry was born to Roberta Perry and an unknown father in 1974. Neil's father left when Neil was only six years old, leaving him with his abusive alcoholic mother. Neil was forced to endure her abuse for several years until one day, Roberta had a heart attack and died in their home. Neil finally snapped, mutilated her body as a form of revenge, and hid her under his trailer. For the next two years, Neil would then pocket her social security checks to support himself.
Love American Style[]
Neil first became a suspect in the Ice Truck Killer case after a witness saw Neil stalking the hospital Tony Tucci, a surviving victim of the real killer, and Neil was taken in for questioning. While there, Neil brags that the station has a weak security system and is eventually allowed to leave due to a lack of sufficient evidence.
Once Neil sees the opportunity to become recognized, he hacks into the MMPD's criminal database and memorizes valuable information that isn't yet known to the public.
Circle of Friends[]
After discovering that Neil Perry was near the Seven Seas Motel where the third Ice Truck Killer victim was found, Debra Morgan and Angel Batista drive out to Neil Perry's home but he manages to escape when he sneaks out the back of his home and he pierces their car's tire before driving away.
Back at his house, the MMPD find several files on how to dismember limbs, Neil's experiments with taxidermy, newspaper clippings of the Ice Truck Killer's victims, and photographs of said victims that weren't released to the public yet. While digging around Neil's home, they find the body of Roberta Perry who's only a skeleton at this point. All of this evidence convinces Debra that Neil is the killer, but her brother Dexter Morgan doesn't believe he is due to the vast amount of conveniences.
Later on, Debra and Angel track Neil's phone calls to a motel room where they find a kidnapped and tortured prostitute tied to a bed and Neil surrenders without a fight while shouting nonsense to appear insane. Here, Dexter confirms that Neil isn't the real killer they're looking for when Neil doesn't recognize him at all and the real killer clearly knows Dexter since they were at his apartment to leave him a personal message.
Shrink Wrap[]
Dexter is able to manipulate Captain Maria LaGuerta into investigating Neil's "innocence" in their case. Neil demands to speak to a reporter for the crimes he wants to take credit for and Maria sends in an officer disguised as one, but Neil is able to see through the trick. After Neil reveals to LaGuerta that he knows how she was able to get the promotion of Captain, she realizes that Neil was able to hack into their security systems to get all the information that wasn't released to the public yet.
In order to prove that Neil doesn't have the stomach to do what the Ice Truck Killer has been doing, she shows him a genuine severed head from one of the victims, and he quickly cracks after he begs her to take it away from him and he's forced to retract his confession as the real killer. Despite this, the DA refuses to drop the murder charges against Neil until the true killer strikes again, forcing them to admit Neil is innocent of the killings. However, Neil was still then sent to prison for all of his actual crimes.
