Neil Vance, also known as The Riverwalk Killer, is the main antagonist of the Chicago P.D. episode "Conventions".
He was portrayed by Cliff Chamberlain.

A misogynistic psychopath, Vance spent a lot of time watching sadistic pornography, which fueled his fantasies of raping, torturing, and murdering women. He met another sadist, Jeffrey Baker, in a dark web chatroom and bonded over their shared obsession with inflicting pain upon helpless women.
Using Baker's occupation as a traveling businessman, the two killed dozens of women in New York and Chicago. Vance served as the muscle and carried out the murders, while Baker acted as the lookout and picked out each target. Vance donned a mask and attacked several women, raping and murdering them while taking one of their ears as souvenirs.

Due to Baker's job, the two returned to Chicago and struck again, with Vance being elevated to serial killer once his M.O was established. CPD Intelligence Unit and NYPD Special Victims Unit would form a task force to capture Vance. They locked on Baker after his occupation took him to both cities was discovered and it was noted he was near the area where the murder occurred.
With Baker in custody, Vance's urges sprung up and he attacked a teenage girl named Vinessa while she was jogging. Vance took her to a secluded spot, where he would beat the girl and forced himself on her. Unfortunately for him, she recently took a self-defense class and when he took out a knife, she fought back and gouged his eye with her thumb. With him incapacitated, she quickly fled the scene and was taken to a hospital. This led to Baker getting released because the victim described her assailant's eye color and Baker was with them at the time.
Vance went to get treatment for his eye, before going to the spot that he and Baker agreed on. Unknown to them, Vance was identified and Baker was detained at the hotel Vance was while Intelligence was staking it out. Their partnership was discovered after it is revealed that Baker had asked what room Vance was staying in. Eventually, Intelligence and SVU deduce how Baker and Vance met, quickly figuring out Baker was the mastermind while Vance carried out the murders.
Voight interrogated Baker, subjecting him to the torture that Vance put his victims through by slicing his ears until Baker talks and reveals that he was supposed to meet Vance at Navy Pier.
While at the pier, he is spotted by CPD and books it when the cops close in. Vance was pursued by Officer Ruzek until he took a random woman captive, holding a knife to her throat while ordering Ruzek to back off. He had Ruzek drop his weapon and he complied while making small talk with Vance, secretly relaying hints to his team of his whereabouts. Ruzek told Vance how Baker gave him up and he got angry at the accusation, stating Baker wouldn't do that. As they talk, Det. Olinsky readied a sniper rifle and took the shot after Vance was in range.
