The Great Leader of Neo-Shocker is the leader of the Neo-Shocker organization and the main antagonist of Kamen Rider (Skyrider). He is yet another incarnation of the Great Leader.
As with most incarnations of the Great Leader, he was voiced by the late Gorō Naya.
The Great Leader spearheaded the rise of Neo-Shocker. He orchestrated numerous terrorist attacks and kidnappings across the globe, plotting to genocide two thirds of the human population to allow Shocker to overtake the Earth.
After General Monster's continued failures to stop Skyrider, the Great Leader had him replaced by Admiral Majin as the leader of Neo-Shocker's Japanese branch.
The Great Leader later reveals to his top subordinates that he is actually an alien from a Dark Nebula and that he created Neo-Shocker as a vanguard to weaken humanity for the incoming invasion.
In the final battle, his true appearance revealed to be a giant dragon as he faces off against the Kamen Riders. He was destroyed in the destruction of his oxygen bomb caused by the combined efforts of all previous Kamen Riders, ending Neo-Shocker's reign of terror.
The Great Leader of Neo-Shocker is the last confirmed incarnation of the Great Leader to appear in a Showa era TV series. Though the Generalissimo of Badan and Grand Lord Crisis are also voiced by Goro Naya, he has not been confirmed to be related to the Great Leader in any way.
Interestingly, after the Great Leader claimed to be a member of a race from an unspecified Dark Nebula, the next Kamen Rider series, Kamen Rider Super-1, would feature a group of aliens from the Dark Nebula B-26 seeking to conquer Earth, though there appears to be no known connection beyond this.
