Nestor Lozano, also known by his alias Catalan, is the main antagonist during the first season of the ABC/Netflix series Designated Survivor. He is a former soldier and CIA operative who worked with the True Believers to overthrow the U.S government, helping to bomb the Capitol and assassinate their enemies.

History

Background

Nestor Lozano was a CIA operative who also doubled as a U.S soldier, meeting and befriending Peter MacLeish during his service. For one pivotal mission, Lozano was assigned by the CIA to transport five million dollars to an Afghan warlord to help in the war efforts against the Taliban, and MacLeish's unit was assigned to accompany him. However, the meeting went south, with the warlord turning against them after taking the money. Lozano and MacLeish, as well as the rest of their unit, fought their way out while being hunted by the warlord, but in a desperate act of survival, the unit began killing civilians around them in order to escape, though they still lost some of their own in the process. Once they escaped, Lozano revealed he was with the CIA and that their unit had been assigned to protect him. The unit wanted to kill Lozano out of revenge for their fallen friends, but MacLeish stopped them from doing so. This act of mercy from MacLeish would eventually lead the two of them to join the True Believers in the future once they began to believe their government had turned their backs on them.
At some point prior to the U.S Capitol bombing, Lozano met with and paid terrorist faction Al-Sakar to take credit for the crime in order to conceal the existence of the True Believers.

Season 1

Lozano was made aware of the capture of Al-Sakar's leader, Majid Nassar, as well as the fact he was being interrogated by FBI agents Hannah Wells and Jason Atwood. In order to stop him from revealing the truth about Al-Sakar's role (or lack thereof) in the Capitol bombing, Lozano snuck in disguised as a prison guard, poisoning Nassar's food. Nassar was dead by the time Lozano escaped.

During the swearing in of Peter MacLeish as Vice President, Lozano set himself up at a nearby building to assassinate the President Kirkman, the eponymous designated survivor. Hannah Wells, who was investigating the conspiracy, found Lozano's location and shot at him during the ceremony, causing Lozano to miss Kirkman's heart but nonetheless shoot him. Although he failed to kill Kirkman, Lozano put him out of commission long enough for MacLeish to assume the role of acting president. Lozano then had his decoy run from the building and be pursued by the authorities. Lozano stayed hidden in the building until the military, under orders from MacLeish, killed the decoy, at which point the real Lozano slipped out undetected.

Lozano remained in the dark until the final stages of the True Believers' plan. Once he knew that Wells and Atwood were both aware of his faked death, he and his fellow conspirators kidnapped Wells. Lozano was later guarding the compound where his employers were discussing their plans while Atwood was gathering footage for evidence. Lozano killed Atwood before he could escape...but not before he sent the evidence to Hannah Wells' email.

While in captivity, Hannah was approached by Lozano, revealing he killed Atwood to cover their tracks and as retribution for the death of Peter MacLeish (even though it was his wife, not Hannah, who killed Peter). Lozano then knocked her out again and placed her in a car rigged with explosives at the FBI Headquarters, though she woke up and drove it out in time to save innocent lives.

Using a fake ID provided to him by Whitaker, Lozano went into the Pentagon and hacked the Department of Defense, stealing vital data for Patrick Lloyd to be used as leverage. After leaving, Hannah Wells caught up to him. After a long chase, the two fought one another, with Hannah eventually getting the upper hand, pushing Lozano down an abandoned building and impaling him with a pipe. Lozano warns Hannah there would be 'no victory without sacrifice', the True Believers' motto, before dying from his injuries.
