The New York Outbreak Mutants are one of the two overarching antagonists (alongside the Foot Mystics) in Teenage Mutant Ninja Turtles of season 4.

Most of these mutants were infected by an alien invasion, established by Baxter Stockman and John Bishop in order to convince the President to reestablish EPF before he shuts them down.

History[]

Agent Bishop attacked Oroku Saki, and destroyed his mansion, Saki was believed by the humans to have died from the attack. Bishop and the President had talked in the white house, giving him one more chance to man up and keep things under control or else the EPF will be shut down.

However, the agent would learn that the Purple Dragons were stealing crates among them was Bishop's old friend, J.Finn, which led to the failure of capturing T9581, Bishop would try to leave the scene of the crime, but his actions would be discovered.

Once again, The President had a deep conversation with Bishop on his unchecked incidents, declaring to pull the plug on the Earth Protection Force.

But Bishop arriving to Area 51, ushers Baxter Stockman to create new super soldier aliens, called S-Gray Aliens.

The Invasion[]

The President arrived to the UNGA center, but was forced to leave as S-Gray Dropships invaded the city, attacking the President's limo. The Turtles attack the S-Gray Aliens, that instantly implode from direct physical contact, Bishop irritated by the arrival of the Turtles, is forced to cut the invasion short, and kidnap the President.

The Turtles discover Bishop's suv is the main conduit for these Alien Dropships, they destroy suv's satalite which destroys the dropships and the main ship, that crashes into the docks.

The Turtles travel on board to find the aliens in stand by mode, only to be reactivated, leading them to spilt up, and find the President. Bishop then arrives and saves the President, allowing him to change his mind on Bishop and the EPF, supporting a large grant of money.

The Mutant Outbreak[]

However little does Bishop know, the night of the Invasion, clean up trucks, dispose of the mutant ooze of the former s-gray aliens, into the sewers, which comes into direct contact with the lifeforms such as Rats, bugs, ticks, arachnids.

Bishop is inactive for a few months, due to his clone body becoming unstable. While Baxter learns from the EPF agents constant reports of an Outbreak virus, where residents of New York City discover various mutants, posting them online, Baxter attempts to handle the problem.

Todd calls for his friend to get some equipment, little does he know an Outbreak mutant is about to give him the nightmare of his life.

The Turtles would have to leave their homes, due to the Foot Clan invading their second home and destroying it, around this time, two sewer workers dicussed of rumors of these mutant animals and monsters, Carl the one who started the conversation mentioned how the night shift always frightens him, even mentioning how his other pal Harry saw some strange creatures, while Todd the other worker called his bluff saying he saw a giant crocidile, and Turtles in order to give him the night off. The fearless Todd goes down to the sewer, noticing the rats had chewed up the wires, calling his friend to bring a splicing kit as the work will force them spend the whole night, however as he is talking, a giant silouette of a roach, emerges and off screen horrificily bonds and infects Todd, Carl unable to do anything but hear his partner scream in agony, presumbly left the scene upon hearing the most of horrific monstrous screams.

Later in the sewers The Turtles continue talking about their old homes, as Mikey kicks a can, which happens to land in another part of the sewer where a trio of sioulette mutants walk in unsion, crushing the can and making uncomfortable snarling sounds.

In Area 51, Baxter finalizes the cloning machine allowing Bishop's mind to be transferred to a new body, where a guard accidentally mentions to both of them of another outbreak report, Bishop learns that the S-Gray Alien's blood has mixed with animal and insectoid residents' dna of NYC, turning them into these hulking, grotesque freaks of nature. Enraged Bishop demands the EPF along with Baxter Stockman to go to New York and purge the city's sewers of any of these creatures.

The Turtles meanwhile discover tick like mutants, fighting them, Leo is able make a brave stand, and leads his brothers to evacuate the area, escaping the ticks. The Same ticks however tried to give chase, but end up encountered Baxter Stockman and his crew, commencing protocol Alpha, a purge operation.

The rest of the groups of the EPF discover various other mutants, and Baxter Stockman learns the mutants appear to act intelligent, almost like the S-Gray Alien's blood somehow increased their knowledge making them more difficult to handle, contacting Bishop, he is unable to give a straight answer if the outbreak can be contained.

The TMNT vs Mutant Roaches[]

The Turtles enter another sewer system, discovering a new blue looking roach, Raph is taken out quickly but arises and to kill the bug. Enraged he claims that the S-Gray Aliens were bad enough but the mutant insects are worse, even wishing he was fighting some of the foot elites. Donnie inspects the corpse of the mutant, coming up with the idea that it is a mutation, as Raph claims that they are the only mutants on earth and don't need any competition, before any more theories can come abound, Three giant sized Roaches size of a store emerge, one of them is Todd the Sewer worker from before, looking for worse than wear.

Leo and Raph fought two of the mutant roaches, Leo killed one, who Raph forced the other to flee, meanwhile Mikey and Donnie fought the mutated Todd, who was able to stab Donnie on the thigh, claiming it to be "just a minor cut". The Turtles all worked together to stop Todd who fled the scene. The Turtles all return home, where Donnie discovers the dna from that one bug Raph took out turned out to be a mutation from S-Gray Aliens, and that Bishop's invasion was the result, and if they don't do something about it will get worse.

The night before, Baxter Stockman captures Todd and take him back to Area 51 to study his DNA.

The Outbreak getting worse[]

While agents at Area 51 report all of the genetic material and lifeforms have been incinerated, that proves to be a understatement, as the following day, a man at a coffee shop, notices a bird, giving it crumbs of his sandwich. It turns around, carrying spikes, and launches a myraid of tentacle like tongues, and lunges at the man, it was likely the man was saved by others, but the mutated bird proves Donnie's theory that the outbreak has offically spread toward the surface of New York City.

For the next weeks, possibly months, The Outbreak slowly becomes a city wide infestation, even Bishop learning it has not been resolved yet. The Turtles gear up, along with Leatherhead's help create additional hunting gear. Donnie during the outbreak is shown to have a bandage on the left knee. One night, the turtles learn of several mutant toads causing a ruckus at a subway station, they give a good fight, but the Toads manage to escape their clutches, Mikey is almost killed when one of the Toads throws him to a nearby train. Luckily Leo saves him just in time. The Turtles all return home, meanwhile Baxter Stockman ignores Bishop's warning to create his clone body as it near completion. Bishop urges him to instead focus all work on the outbreak that he blames Stockman for.

Scientists turned Monsters[]

Baxter Stockman having learn from the S-Gray Aliens has managed accelerate the blood serum for his clone body. After the clone process works, Baxter Stockman begins to enjoy his body, only find out in days, that it rapidly melts down, his finger. arms, limbs even more parts of skin falling off like Pizza coming out of a box. Eventually Baxter Stockman mentally breaks down, and realizes his failure was the cause of April O'Neil going after her and getting revenge, eventually in a gondola, Baxter Stockman chases after April fights, Casey and the TMNT, and captures April, but then repents, and remembering his purpose in life by April O'Neil ironically and her mother in a halluncation. Baxter Stockman dies drowning in the east river.

Bishop, however learns from his agents that Baxter Stockman stolen one of his helicopters, and goes to New York and discover his corpse in the east river.

Donnie's mutation gets worse, to the point where he begins sneezing a lot, his skin color gets duller, and when the Turtles learn countless mutants are causing mayhem at a power plant, they are forced to leave Donnie at April's place. During the attempt to defeat the mutants, one of the outbreak mutants smashes one of the power junctions at the plant, causing a blackout. Around this time, Donnie's mutation finally reaches its boiling point, turning him into two horrific forms, his final an uncontrollable lizard hulking monster, barely recognizable and lashes out at Casey, and TMNT who arrive to save Casey and April. Learning from April that Donnie has become a monster!

At Leatherhead's place, Leatherhead discovers from Donnie's bandages that dna particles is similar to the outbreak mutants, where Leo comes up the conclusion that Donnie got mutated by Todd the sewer mutant worker from the first day of the Outbreak.

Leatherhead somberly mentions that they cannot cure him, Raphael rightfully enraged swears to tear Bishop a new one, while Leo calms him down, Leatherhead mentions that he and Donnie had a created a containment device size of a tank to contain outbreak mutants.

The mutated Donnie goes back to their new sewer home, possibly even killing the Outbreak mutants seen they've been living at the sewers. Leo and the TMNT and Leatherhead all work together capturing Donnie, who tries to break out of the containment.

Back the new lair, Splinter places hand at the containment, saddened by his son's unfortunate predicament, Leo swears to all of them they will do whatever it takes to cure their brother.

Meanwhile back at Area 51, Bishop recovers Baxter's frankstein like corpse, and places his brain in a new exo skeleton form, his scientists revive him. Horrified Baxter hysterically asks why he wouldn't let him die, Bishop demands him to use his mind of his to cure New York City, having learned it is now get much worse.

Baxter continues his work on Todd who was previously captured by the EPF, Bishop dissappointed by his efforts believes they are no where near close to a cure. Suddenly Bishop recieves a call from an unknown party of a powerful relic, possibly able to help their current problem, but it is in the hands of another, an old adversary who now leads the Foot Clan...

Meanwhile Leatherhead and TMNT attempt to take care of Donnie, Mikey trying to help feed his brother, accidentally gets his foot caught by Donnie. Splinter tries to calm him, leading to Leatherhead and TMNT using a sleep gas, Donnie seems to be tolerant to it, leading to Leatherhead increasing the gas. Leo and Splinter debate if Bishop could perhaps help them on this mission to cure the outbreak mutants, considering his invasion was the cause of it in the first place, Leatherhead heeds Leo to be serious as Bishop is a "dangerous man", Leo with no choice must go through with this. The TMNT recently learned the helicopter that Donnie acquired from Baxter Stockman prior to his demise, actually has a homing tracker to Bishop's base Area 51.

A Deal with Bishop[]

The TMNT, along with Leatherhead, Splinter and the mutated Donnie travel to Area 51, where they are greeted by Bishop along with Baxter Stockman in his new body, Raph enraged thinking he was dead for good. Leo then explains of the Outbreak in NYC, mutant animals, bugs on the loose, even Donnie is mutated, while Baxter laughs seeing poetic as the scientist is now a brainless brute, while Bishop sees Donnie's mutation as a oppurinity, as they may have already created a cure but for this cure, would need their services. The TMNT bring Donnie, Baxter transfers Donnie to another containment cell, which backfires, with Donnie taking down EPF grunts and shutting up Baxter Stockman. Bishop calls in reinforcements, and Bishop himself leads an assault to kill Donnie, only for Leatherhead to save Donnie just in time, assuring his former capitor that he will take care of his friend not him. Donnie and Leatherhead get into a fight that leads them to a labortory that horrifies Leatherhead as it was the exact same lab that Bishop expirmented on him, Leo gets tranqulizers and shoots countless darts at the uncontrollable Donnie, claiming to him that it is for his own good.

Donnie along with the mutated Todd are placed in containment spheres, Baxter reveals Donnie's Ultrom mutant cells have bonded with S-Gray Mutant Cells and caused a scramble within his old dna, causing his body's cells to break down in an alarming rate, Leatherhead enraged, once again urges Leo and the Turtles to leave this place as Baxter can not be trusted and Bishop, still wanting revenge for what happened to him. Raph agrees as Bishop started this outbreak because his squad's funding nearly went bankrupt. Bishop ignores their opinions and still assuring to them that he can cure their friend, but to do so, he would require the Turtles to go back to New York City a visit foot headquarters, aka Karai, to obtain a artifact of great importance.

Learning of this sucide mission, they go for it anyways. The Turtles learn that Karai has upgraded a lot of the tower's defenses, and are forced to divide and conquer, discovering the relic is holded up in a vault in the final floor of the building, while Raph armors up in the Foot Titan mech.

At Area 51, Baxter has an inner conflict with himself of being Bishop's guniea pig, and forced to cure New York and Donnie for the Invasion of New York City. Leatherhead demands to see the cure, instead he calls his former friend out for being stupid as there is no cure! Leatherhead lashes out at Baxter and Bishop, as Bishop comes with up with an excuse that Baxter has been already working on it, upon studying the Sewer worker, and if he was to be killed, Baxter will stop, and Donnie will never be cured. Leatherhead calm thanks to Splinter, decides to go forth with Baxter Stockman to perhaps help with the cure.

Karai discovers they have stolen the Foot Mystics pendant Karai demanding them to give it back as they could spell something bad for her, Leo and Mikey face the Elite Foot Guard. Raph arrives and decimates the whole floor, Casey and April arrive via helicopter, shooting a barrage of missiles get them an escape route. Leo then is almost baited by Karai to fight again, but Mikey convinces him to remember their brother's condition, leaving, Karai shouts No as it echoes in the night.

The End of the Outbreak[]

Around this time, Baxter and Leatherhead off screen had finally created a cure, using it on Todd who is painfully but succesfully cured, of his mutant roach form, Bishop pleased even calling Leatherhead a better scientist than Baxter Stockman, orders the full complete cure for New York City and a cure Donnie, once the Turtles arrive to the Area 51 base. As the Turtles with the pendant, they give it to Bishop and cures Donnie. However with the Turtles, Splinter and Leatherhead's presence, Bishop orders the destruction of Area 51, but given the latter to evacuate and pleased to do business with them. The Turtles, Leatherhead and Splinter watch as the cure de mutates Donnie turning back to a Teenage Mutant Ninja Turtle, they all leave the base and return home, with Donnie hoping they didn't have too fun. As they all looked shooken, Mikey instead says Nah.

Around this time, cargo planes arrive in unision dropping a large mist of the cure for the Outbreak all over the city. Four arm Mutant Rats are seen capturing boxes, react to the mist dropping to the streets of NYC and de mutating them. SUV trucks shower the sewers the mist, curing all of the mutants for good, ending the Outbreak.

Bishop and Baxter in a swamp base try to uncover the pendant, blasting it with a laser, to supposedly unravel powers and knowledge to help combat against future threats. Instead the pendant was destroyed, as the cloak figure thanks Bishop for his work.

Bishop and Baxter are left with questions of who would want a pendant destroyed, back at the Foot Tower, it is revealed that it was the Foot Mystics that ordered Bishop to have the Turtles steal the pendant and destroy it. With the pendant gone, Karai's hold against them is severed, allowing them to transform into their true forms. As they return to their original forms, they now began a new goal, to revive, the true Shredder, THE TENGU SHREDDER!

Trivia[]

  • The Outbreak Mutants are the Fourth mutated Sub group species to appear in the series the others being: The TMNT, The Underground Monsters, and The Merpeople.
  • Several of the mutants are also rats, at least four of them were shown with four arms some coming of their backs, making these the four mutant rats after Master Splinter.
  • The Outbreak Story involving these outbreak monsters(which was written by Christopher Yost notable for a variety of stories from other cartoons and comics) was considered to be one of the many major stories that made Season 4 so memorable, to a fact where because of its darker elements and a city infestation like setting, forced the series to be light hearted in later seasons.
  • Because of The Outbreak Mutants, and Donnie's mutation, this event would led to the near global wide incident in season 5 of Tengu Shredder's revival, as without The Turtles, Bishop would possibly have to go and retrieve the pendant by himself, possibly leading to another sitdown with the President the EPF being shut down for good.
  • The Outbreak Story would later be adapted in the Next TMNT series in 2012, its second season depicted the Turtles attempting to retrieve countless mutagen canisters from a Kraang Dropship, as the season progressed they would encounter new mutants caused by the canisters.
  • Interestingly enough, The Roach Mutant concept from this series would be adapted for another Roach Mutant antagonist called the CockRoach Terminator.
  • Donnie getting mutated was actually adapted in the Mirage Comics, but in there, Raphael was the to be infected.
  • Todd, the sewer worker was the only human to be mutated by the outbreak, he does get cured and possibly is returned to New York City.
