The Newark Police Department was the primary villain of the protagonists in New Jersey Drive.

We first see the police department when one of Jason's friend's joyrides in a stolen car, that of Emil Roscoe, one of the big bad of the movie. Roscoe sees this and gets mad. So he and his fellow officers shoot at the kids. What, however, makes these white villains different from other unlikable white characters of other non-white movies different, however, is for the most part they're not racist. They only seem to like abusing their power. With the exception of one, who only becomes a villain because Jason insulted her, the rest are villains from the get. One such villain is an officer who calls Midget a peckerhead, cause he's fat. Another officer slams Jason Petty while he is walking on the stairs. One of the officers leading the lineup tries to ask the arrestees their name, however, all of them jeer him instead. That's not to say that all of them are any better than the cops, however. In fact, some even more evil than the cops, like Ritchie and Midget, both of whom try to murder people at some points in the movie, including the cops, who Midget tries to shoot at.
Roscoe is the main villain. Throughout the movie, he punches Jason one time, later on, he punches Jason again, in an interrogation room and abuses him. He also verbally toys with him. Eventually, however, they get theirs at the end, when Jason fearlessly tells a grand jury about their crimes, leading to the arrest of the kingpin, Roscoe. Another officer meanly calls the kids "mutts" - not in the racist sense, but rather as an old New York insult given to people deemed unworthy of respect.
