It's the "human element" that got us into this. No more debate, delay, indecision. Understand this. I will not allow anyone - not even myself - to jeopardize THEMIS.
~ Cass right after murdering the police commissioner, for criticizing Project THEMIS.
So. You've come to end it, have you DedSec? But haven't you figured it out yet? What our mutual acquaintance Zero Day set in motion? My inevitable reign! And your downfall. This is how it will always end. The natural order of people like me and people like you. I AM the law. Come down! Let me show you.
~ Cass to the player just before his boss fight.

Nigel Cass is one of the secondary antagonists of the Watch Dogs franchise.

The CEO of Albion PMC, Cass is an unstable, power-hungry man who seeks to turn London into a surveillance state (not that it isn't already in Legion), using his THEMIS drones. He also planned to use his THEMIS drones as an unethical deterrent against the opposition, which is why he equipped them with state-of-the-art weaponry.

He is voiced by Lee Ross.

Biography[]

Background[]

When Cass was a teenager, he saw his father Gareth shot dead by gangsters in a completely random act. This traumatized Cass, who began exhibiting symptoms such as paranoia, insomnia and misplaced blame. He eventually channelled his frustrations into his job, rising to the top of Albion PMC and vowing to create a mechanism for preventing unpredictable violence. His only real friend was his protégé, an Albion member named Hamish Bolaji, who designed Albion's first drone fleet. Cass delayed the fleet's launch for a week so it would land on Bolaji's birthday.

Under Cass's leadership, Albion offered their services to dictatorships in Africa. Cass even allowed them to use Albion troops and drone fleets to wipe out civilians, causing Amnesty International to label him a war criminal. Bolaji eventually turned against Cass for this when he was placed in charge of exterminating a village in the Niger Delta to allow construction of a pipeline, neutralizing the drone fleet before it could attack the village and going into hiding.

Cass eventually saw a way to see his dream of total power to prevent crime come to fruition, contacting hacker Sabine Brandt (AKA Zero Day) and offering her a deal: access to the FILAMENT network, an extremely powerful computer network controlled by Albion and SIRS, in return for helping him bomb Parliament, the TOAN conference and other targets around London. Sabine agreed, arranging for her hacker group DedSec to be at Parliament to prevent the bombing in order to incriminate them.

Watch Dogs Legion[]

Sabine deploys DedSec agent Dalton Wolfe to prevent the bombing of Parliament. Dalton successfully kills Cass's henchmen and defuses the bomb with the help of DedSec's AI Bagley, only to be informed by "Zero Day" that there are more bombs around London. Meanwhile, Albion, led by Cass, raid the DedSec headquarters and kill most of the agents present while Sabine deactivates Bagley. Dalton attempts to disable the bombs but is shot to death by Sabine's drones and the bombs detonate, killing hundreds. Cass then executes the final DedSec member and orders Albion to initiate a citywide lockdown. He revokes his deal with Sabine on the grounds that she failed to blow up Parliament and attempts to shoot her, but she manages to escape.

As a result of the bombings, Albion is given a mandate to take control of London and eliminate DedSec, who are blamed for the bombings. Cass takes advantage of this to arrest anyone who opposes him as potential DedSec insurgents. Most of these people are tortured and killed at Albion black sites, or else taken to the European Processing Centre and handed over to Clan Kelley. However, Sabine evades Albion, reactivates Bagley and recruits several new members in order to gather technology needed for her real plan and get revenge on Cass.

While trying to find a lead on Cass, DedSec track down and contact Hamish Bolaji, who is hiding in London. Cass sends an Albion squad after Hamish after tracing his Internet signal, only to find it was a proxy account while the DedSec agent sent to find Hamish escapes. Hamish informs DedSec that Cass is holding a meeting at the Tower of London to discuss a new project. A DedSec spy inside Albion infiltrates the meeting, and finds that Cass is planning Project THEMIS: a program involving drones that will track down and kill potential threats before they act. The police commissioner, one of the attendees, objects to this program because of the ethical issues and gets up to call the defence minister, but is shot dead by Cass, who writes off the death as a terrorist attack. The agent is then detected by Albion but escapes through the underground catacombs.

A DedSec agent infiltrates Tidis, where THEMIS is being created, and discovers that Hamish's lifescore algorithm is being used for the drones. The agent hacks Tidis and deletes lifescore and all the THEMIS files, temporarily stopping Project THEMIS. Afterwards, Cass berates his security for failing to stop DedSec and orders that every Albion contractor be re-vetted. He later meets with SIRS Tactical Response director Richard Malik, who tells him of his plan to infiltrate DedSec by pretending to give them incriminating evidence on SIRS and Albion. Cass agrees to his plan, having some Albion contractors kidnap and torture him to make it look real. A recording of the meeting is intercepted by SIRS director Emma Child, kicking off a chain of events that ends in Child's assassination and Malik being discovered and abducted by DedSec.

While giving a speech at a press conference, Cass is attacked by Albion informant Radu Florin, who drives an armoured car into the building and attempts to shoot Cass before being killed when the vehicle explodes. An audio message sent by Florin just before his death reveals that Cass has restarted Project THEMIS and has already deployed the drones, which are awaiting a system reboot to be activated. DedSec tracks the THEMIS server to Tower Bridge, where an agent disables the encryptors. Despite heavy fire from Albion drones, the DedSec agent is able to upload a virus which finally destroys THEMIS before escaping the area.

After destroying THEMIS, DedSec begin looking for ways to bring down Cass. Bagley tells them about Claire Waters, an anti-Albion podcaster who mysteriously stopped broadcasting after teasing a story that would destroy Cass's public image for good. A DedSec operative investigates Claire's home and discovers that she was meeting with an informant who promised her evidence that Cass was complicit in the TOAN bombing before they were both killed by Albion, who planted evidence incriminating Clan Kelley. The operative breaks into the Carousel Plaza, where Claire's equipment is being held, and finds a recording of Cass talking with "Zero Day" about planting bombs around London. Hamish hacks into billboards all around London and has them play the recording, exposing Cass and exonerating DedSec.

Upon hearing of his public unmasking as the mastermind behind the bombings, Cass announces that he will not step down and holes up in a bunker beneath the Tower of London with several Albion loyalists. A DedSec agent infiltrates the tower and fights their way to the electronic lift before hacking it and entering the bunker, where they find Cass sitting in a giant prototype drone which he intends to use to conquer London and replace THEMIS. A boss fight ensues where the player must activate EMPs in order to disable the prototype, expose its weak spots and shoot them out. Upon doing this enough times the prototype explodes and Cass emerges from the wreckage with heavy armour to deal with the operative himself. He is unsuccessful and is shot repeatedly, lying wounded on the ground. He warns the operative that the people will one day turn against DedSec before bleeding out from his wounds and dying.

Quotes[]

Welcome to Project THEMIS. Our new autonomous drones. These drones can identify, isolate, and terminate threats before they can do harm. They can go anywhere. See everything. They can kill a man alone in an alley or in a crowd of hundreds, with perfect precision. THEMIS drones can do what humans have always struggled to: act, immediately and decisively.
~ Cass explaining Project THEMIS.
No! No more excuses! This is my city and I will NOT have Dedsec ruin my plans for it! THEMIS was poised to change London, the world! And this group of--... And Hamish f***ing Bolaji?! I want them all! They made you all look like FOOLS! They walked calmly into the White Tower and no one, not ONE OF YOU stopped them!! With all our vaunted security measures! So, do any of you have anything to say? Nothing...Well, everyone, and I mean everyone in the organization will be re-vetted. Immediately. Someone helped them. That's certain. And we will root them out. This time we will get them all.
~ Cass' first Villainous Breakdown, after Dedsec temporarily stopped Project THEMIS and in response had Albion re-vetted for elite mercenaries.
Just shut up and listen to me: I will not be REMOVED by the government or anyone else! I will die first. And many will die with me. They're calling for blood? They'll have it. This city belongs to me. I am its shepherd. And I will slaughter my flock before I relinquish it!
~ Cass' second Villainous Breakdown, choosing death over revoking his authority after his crimes were exposed.
I'm impressed... Think your little resistance is ready to be London's protectors? (...) Oh, it's a thankless burden. And the people will hate you for it in the end. Even when it's for their own bloody good... (...) There it is... DedSec's fatal flaw... Your faith in people. You recruit all types, don't you. Straight off the streets. Well I used to have faith in people too. I got a good man killed once...
~ Nigel Cass' last words.
