Osobiy Komitet, also known as the OSKOM Rapid Response Unit, is the anti-villainous protagonistic faction of Metro Exodus: The Two Colonels, as well as a mentioned faction in Metro Exodus.

They are the elite peacekeeping force of the Novosibirsk Metro, ensuring the safety of the Metro's residents from both internal and external threats.

While OSKOM is regarded as the protagonists of the DLC, the organisation is responsible for the eventual societal collapse of Novosibirsk Metro, thanks to their rigid and harsh segregation policies between "Dirty" and "Clean" stations that peaked into the infamous Novosibirsk riots. It subsequently led to the organisation's dissolution and later collapse, leaving only Kirill as the sole living member during Exodus.

Background[]

Description[]

As World War III broke out, OSKOM was one of the forces in charge of protecting and evacuating Novosibirsk. They may have been assisted by a big armoured force, which would ultimately be destroyed by the cobalt bomb dropped on Novosibirsk. In contrast to the Central Metro Command, OSKOM was able to maintain visible authority over its Metro for at least 20 years while still maintaining the support of the civilian populace.

In the early aftermath of the conflict, OSKOM established a Committee under the direction of Lieutenant General Vinogradov. Thanks to a plentiful supply of "Green Stuff," a type of anti-radiation medication, and strict management of its limited food supplies, OSKOM was able to keep the Metro's inhabitants alive.

OSKOM was split up into a number of smaller divisions that each focused on a different activity outside of the ruling body. The metro's maintenance tasks and the restoration of transportation in preparation for the ultimate evacuation were under the purview of the maintenance department.

At a unique location just outside Sibirskaya, the Special Department served as OSKOM's secret police, questioning and eliminating people who were opposed to the Committee's control. They were also in charge of preparing the surface of the rails for the evacuation. The Medical Department, in charge of OSKOM's medical issues, was the final department to be identified.

Novosibirsk's Collapse[]

Before 2035, the general populace started to have doubts about OSKOM, which had separated the Metro into "Clean" and "Dirty" stations. According to Artyom's notes, OSKOM appears to have employed residents of the "Dirty" stations to perform physical labour while the Clean stations enjoyed a relatively comfortable lifestyle.

In order to enable for the evacuation of the metro, a large portion of this labour was performed on the city's train lines, which frequently led in 90% casualties, which OSKOM considered bearable losses. The residents of the "Dirty" stations had their supply of the "Green Stuff" gradually reduced, which was making conditions worse. Numerous riots were started as a result of the growing paranoia among the civilian population that OSKOM was attempting to depart the city without them.

The riots were first put down, but as they became larger, they started to overpower OSKOM and the "Clean" stations. OSKOM sent the rioters it had apprehended to their Special Department, where they were all put to death. The Rioters were correct that OSKOM was leaving the city without them because the unit's leaders believed that the shortening amount of radioprotector left would not be enough to cover the entire metro and made the decision to exclude their own soldiers from the evacuation along with the rest of the civilians.

In the end, OSKOM was compelled to enlist children and the rest of the civilians in the "Clean" stations to fend off the rioters. OSKOM positioned its fortifications at Sibirskaya Station as the Metro was now engaged in a full-scale battle. Sibirskaya station was overrun despite the employment of armoured railcars and machine guns, and out of desperation OSKOM locked the station's blast doors and flooded it with chlorine gas, finally wiping out both OSKOM and the rioters. By the time the battle was over, Lieutenant-Colonel Khlebnikov and his son Kirill were the only known survivors.

Aftermath[]

After Slava's death at the hands of a Blind One, albeit unintentionally, Kirill was the only known survivor of both the OSKOM and the Novosibirsk Metro, as a whole.

The majority of OSKOM's technology and gear was military grade, as it was derived from a pre-War Russian military unit, including uniforms, body armour, and a sizable quantity of DShK 12.7mm Machineguns, or Kalashs, as well as ammunition and modifications for them. To better tackle the obstacles they encountered in the metro, OSKOM also produced weaponry, with shotguns, revolvers, and flamethrowers being produced in significant quantities, along with a limited number of gatlings. Particularly in order to battle the slime and associated worms that frequently overran pump stations around the metro, flamethrowers were in high demand.

OSKOM employed fire retardant sealed suits with a self-contained oxygen supply in addition to gas masks. The visors on these suits could withstand attacks from even a blind mutant without cracking, in contrast to gas masks which proved to be relatively brittle in the face of most mutants, and the oxygen supply could keep the user supplied with air for several hours as opposed to the brief minutes of a metro-made filter.

Additionally, OSKOM had access to a sizable supply of radioprotector, which turned as the metro's official currency. The OSKOM command produced many chlorine gas canisters as the Novosibirsk Riots reached an alarming high and utilised them in the battle for Sibirskaya.
