The OSKOM High Command are the overarching antagonists of Metro Exodus: The Two Colonels.
Serving as the high-ranking, supreme leaders of OSKOM, as well as Anatoly Vinogradov's superiors, their past actions directly kickstarted the events of the DLC. They are mostly responsible for the societal collapse of Novosibirsk Metro, mostly being attributed for their harsh and rigid policies that directly led to the Novosibirsk Riots.

Past[]
Not much is known about the High Command. However, the High Command were responsible for the creation of a segregated system within the Novosibirk Metro, colloquially known as "Dirty" and "Clean" station that separates both poor and the rich, respectively. However, their policies would soon become the basis of the Novosibirsk populace becoming more increasingly disillusioned over OSKOM's policies, leading to the riots and subsequently the station's collapse.
Events of Two Colonels[]
When the anti-rad shortage reached to a peak, which led to the infamous Novosibirsk Riots, the command soon installed containers of chlorine gas in an act of desperation to stop the riots from reaching to an alarming high. They soon turned on their subordinate Vinogradov, as they decided to abandon him to die at the riots, via escaping through a train. Angered by their betrayal, the train the High Command were in was soon destroyed by an RPG attack by Petrov, under Vinogradov's orders, killing the rest of them inside for their attempted treachery.
