The One Earth Regime are the main antagonists of the Injustice franchise.
It is a worldwide totalitarian government founded and led by High Councilor Superman after he was driven mad with grief after the Joker tricked him into killing Lois Lane and destroying Metropolis.
History[]
Injustice: Gods Among Us[]
Regime Soldier
After the death of Lois Lane and the destruction of Metropolis at the Joker's hands, Superman was left broken by the loss of his wife and city, and in rage and vengeance, he brutally murders the Joker in cold-blood. Having lost his moral compass, Superman became delusional that the world was never safe from dangerous criminals like the Joker and that the laws of the world's governments aren't enough to instill order. Thus, with aid from Wonder Woman, he created a fascist government in the form of a dictatorship, with himself becoming its High Councilor.
The regime sought to enforce global peace by killing all criminals they believed irredeemable without due process, toppled governments who neglected their people, and creating their own military and secret police to keep people in line. Several superheroes, and some supervillains, like Sinestro, either joined willingly or were forced to based on their respective reasons. The supervillains that joined the One Earth Regime were compromised to work with several of their archenemies and even extorted the aid of former criminals into Superman's cause in exchange for immunity. Doomsday is the only supervillain to not join as he was captured by Superman, who kept him as a last resort weapon.
However, despite its good intentions, the One Earth Regime also silenced anyone who spoke up against them, ranging from government officials, reporters, and even protestors, leading the regime to be greatly feared and despised worldwide. Effectively, this sparked a civil war within the Justice League, which has disbanded; Disapproving of Superman's extremist methods of achieving peace, Batman forms an underground insurgency, composing of heroes who shares his beliefs and even former villains. The ensuing conflict that followed (and to the point where even the Gods of Olympus entered the fight) resulted in the deaths of millions and leaving Superman as Earth's most dangerous villain.
After Batman summons in versions of several members of the Justice League from Prime Earth (such as an alternate version of himself, Green Lantern, Green Arrow, Wonder Woman, Cyborg and particularly Superman), as well as the Flash, who defected from Superman after the death of Lex Luthor and Superman murdering Shazam for defying him in front of his eyes, the Regime has been disbanded, as several of its members were arrested after their leader was defeated by his still-heroic Prime Earth counterpart.
Injustice 2[]
Many years later, most of the Regime members, most notably Wonder Woman, are on the run as fugitives. But after Brainiac began his invasion of Earth, the Regime were forced to join forces with Batman's forces in an uneasy alliance to defend their planet. However, following Brainiac's defeat and Superman was unable to free all the worlds that the Coluan had captured and contained, the alliance breaks apart as tensions reignited between Batman's allies and the Regime members over Brainiac's fate, resulting in them resuming their conflict.
There are two endings in Injustice 2 after defeating Brainiac, either as Superman or Batman:
- Good Ending (Absolute Justice): Batman defeats Aquaman, Black Adam, Wonder Woman and Superman. After Superman is knocked out, Batman tells Supergirl that he is sorry because he couldn't save her cousin. Before Superman is sent to Phantom Zone, Superman swore to Batman that it won't hold him for long, as he will be back to restore his glorious Regime again, with Batman telling Superman that they will be ready soon. Supergirl then tells Superman that both she and Superman are still family, before Superman goes to the Phantom Zone. After Superman's departure, Batman welcome Supergirl to the Justice League, in which Supergirl shakes Batman's hand.
- Bad Ending (Absolute Power): Once he defeated Flash, Green Lantern, Supergirl and Batman, Superman kills Brainiac and absorbs most of his power and turning Superman into a Cyber-Kryptonian to rule Earth, such as brainwashing his former allies including Batman and attempting to do the same on his own cousin Supergirl if she keeps resisting, thus regaining his glorious Regime.
