Orion Moreno is a minor antagonist and supporting character in the 2010 action-roleplaying video game Fallout: New Vegas.

He was a soldier for the Enclave, a pre-War shadow government that controlled America that, after the nukes fell, militarized itself and aimed to restore and reunite the United States of America throughout genocide and other war crimes, never questioning them despite their various atrocities.

He was voiced by Jude Ciccolella, who also voiced Mortimer in the same game.

Biography[]

Moreno was born into the Enclave, a pre-War group of government officials that retreated into isolated government survival hubs after the country's destruction during the Great War, reemerging in the late 2100s to begin colonizing the ruins of America, planning to achieve that goal by first using a special virus known as FEV Curling-13 to commit global genocide against the so-called "mutant" humans, which the Enclave viewed as a separate and inferior race. In the 2230s and 2240s, Moreno was part of the elite Devil's Brigade unit as a heavy weapons specialist and never questioned any orders no matter how unethical they were.

In 2242, the Enclave's main headquarters, an oil rig 175 miles off the Californian coast known as Control Station ENCLAVE, was infiltrated and destroyed by a hero known as the Chosen One, along with the Enclave's primary enforcer, Frank Horrigan, President Dick Richardson, Chemical Corps leader Lieutenant Colonel Charles Curling, and many other high-ranking officials, causing the few survivors to retreat east, led by high-ranking Enclave scientist Autumn Senior. The Enclave's primary mainland outpost, a large military base known as Camp Navarro, was abandoned by the fleeing survivors and left to fend for itself. The New California Republic, the governing body of most of California, sacked Navarro some years later, during or a little bit after 2246, with the reasoning that the Enclave "posed a threat to the region". The attack routed out many personnel present, Moreno included, who lamented to his compatriots: "Say goodbye to America, boys."

Moreno mourned the Enclave's destruction and held a bitter grudge against the NCR. However, he was elderly by this time, and by 2281, he had been reduced to a rat, squatting in an abandoned house near New Vegas. The Courier, who had befriended Arcade Gannon (the son of Moreno's former commanding officer) attempted to gain Moreno's assistance in combat during the upcoming Second Battle of Hoover Dam.

Despite agreeing to attend the reunion, Moreno ambushed the Courier at the Enclave Remnant meeting in Jacobstown. He sealed the door, confronting the Courier after equipping his old power armor and brandishing a gatling laser. The Courier has the choice of talking sense into Moreno or killing him in self-defense. Alternatively, if the Courier chooses to have the Remnants assist Caedar's Legion at Hoover Dam, Moreno will happily accept the situation.
