Orlando McTeer a.k.a. The Cabbie Rapist is the secondary antagonist of the Law & Order: Special Victims Unit episode "Lunacy". He is a serial rapist who drives a fake cab through New York to draw in blonde women for him to rape.
He was portrayed by Danny Mastrogiorgio, who also portrayed Earl Gilmore in an earlier episode and Bruce Valentine in Law & Order, Frankie Carbone in Gotham, and Toni Cipriani in Grand Theft Auto: Liberty City Stories.

McTeer, having a preceding record for rape before his main spree, stole taxi credentials to find blond women he'd pretend to offer rides. He shined his headlights at them to disorient them, raped them while choking them and threatening their lives, and stole their licenses as part of his threat to find them if they reported. It didn't stop dozens of women from reporting McTeer across Manhattan, Brooklyn, and the Bronx.

McTeer was suspected by Detectives Olivia Benson and Elliot Stabler of the murder of Marga Janssen, when his "cab" was spotted near the scene where she was found, since he nearly ran over three friends having a night out. The SVU squad baited McTeer by having Detective Olivia Benson dress in a blond wig. The ploy was successful, and McTeer was arrested. One woman who was still in the city successfully identified McTeer from a vocal lineup. McTeer was confronted over Janssen's murder, but he insisted he was innocent of that crime. He confessed to all the rapes he wasn't yet convicted of, including a rape of a woman in Pennsylvania, which was his alibi for the murder. McTeer would later be sentenced to years in prison for rape.
