Oscar Papa is a supporting antagonist in Law & Order: Special Victims Unit. He is the leader of BX9, a powerful street gang in New York City, who has his men rape the mothers and sisters of potential recruits to make sure they join up.
Papa started the street gang BX9 in high school and by the time he was an adult, he grew it into one of the most powerful organized crime groups in New York City, with rackets in drugs, prostitution, smuggling, and murder.
Under his leadership, BX9 recruits as new members boys as young as 13; if they refuse, Papa orders his men to rape their mothers and sisters and hang up the victims' underwear in a tree in a nearby park as a warning that they will kill the women unless the boys join. He also orders his men to rape the wives and daughters of men he targets for elimination, and even encourages them to rape women while they are robbing them, all in order to strike fear into the entire city.
The NYPD's Special Victims Unit combats BX9 several times, such as when they beat and rape Alejandro Pavel, the fiancée of Sergeant Fin Tutuola's son Ken Randall, and when serial rapist and corrupt prison guard Gary Munson hires one of their assassins to threaten Assistant District Attorney Rafael Barba, who is prosecuting him.
"Jumped In"[]
Papa puts a hit on SVU Captain Olivia Benson after she starts investigating BX9 for the rape of a teenage girl and the murder of her father. He sends three of his minions to Benson's apartment building, where they beat her up in front of her son, Noah. She manages to wound one of them and send the other two running off, and later gets the one she wounded, 15-year-old Albert Diaz, to confess that Papa ordered the hit, and that he ensured Diaz's cooperation by having his sister raped.
"Soldier Up"[]
Captain Mike Duarte of the NYPD's Gang Task Force shows Benson BX9's "rape tree", tying BX9 to 21 open rape cases. Benson convinces Albert to testify against BX9, but Papa and his thugs force of the gang's victims, Maria Garcia, to bring Benson and Duarte to her family's restaurant in order to have an audience with them. Papa claims that he had nothing to do with the rapes and, as the father of a young girl, he would never harm a woman or a child. He then assures Benson that "the problem is being dealt with". He then says that BX9 is too powerful for the police to being them down. The following day, Papa has BX9 soldier Lindsay Del Toro, who was arrested for committing some of the rapes, killed in prison.
Benson and Detective Joe Velasco talk with Albert, who says that he was recruited to kill Benson by Papa's driver, Benny Barros, whom Benson and Duarte arrest. Barros offers to give Assistant District Attorney Dominick Carisi Jr. damning evidence of all of Papa's crimes and those of other gang leaders in return for witness protection. The next day, Benson, Duarte, and Velasco arrest Papa as he leaves his girlfriend's apartment.
"Blood Out"[]
In jail, Papa tries to convince Benson and Carisi that Barros ordered the hit, but Carisi nevertheless charges him with two counts of attempted murder and 19 counts of first-degree rape. In retaliation, Papa has Barros killed by poisoning his food, endangering Carisi's case, scaring Albert into reneging on his promise to testify. Benson and Carisi try to get Papa to plead guilty by threatening to reveal to his fellow prisoners that he talked about their crimes on tape, but he retaliates by having Duarte killed.
Duarte's murderers are quickly arrested, and Benson and Carisi make deals with them to testify against Papa. They also tell Papa that the calls he made to the assassins from prison were recorded, meaning that Carisi has undeniable proof of his guilt. Knowing that he has finally been beaten, Papa admits to having Duarte killed, justifying it by saying that Duarte was trying to take away everything he had built. He then brags that he can run BX9 from prison, as most of his crew is incarcerated in the same facility. He agrees to plead guilty to murder, but not to the rapes; Benson agrees to the deal, on the condition that Papa declares Noah off-limits. Papa gives his word that Noah will not be harmed, and pleads guilty to murder and attempted murder, with a sentence of more than 70 years in prison.
