Ser Otto Hightower is a major character in the A Song of Ice and Fire franchise and the main antagonist of the first season of the television adaptation House of the Dragon.

He is a knight of House Hightower and the younger brother of Lord Hightower (named Hobert in the television series). He served as Hand of the King to three Targaryen kings—Jaehaerys I, Viserys I and Aegon II—although two of the kings removed him from office at various times. He is also the political rival and archenemy of Prince Daemon Targaryen. He is the father of multiple sons, including Gwayne, and a daughter, Alicent. Gwayne is his youngest child (although the TV series changed it with Alicent). Otto is known to have had at least four grandchildren and three great-grandchildren from Alicent and Aegon, while it is unknown if and how many grandchildren he had from his sons. During the Dance of the Dragons, his nephew, Lord Ormund Hightower, is the head of his family.

To keep Daemon out of power and ensure his own successors ascend the Iron Throne, Otto used his daughter Alicent to seduce Viserys and father heirs to challenge Daemon and Princess Rhaenyra Targaryen's claims to the throne, leading to the civil war known as the Dance of the Dragons. He can be seen as one of the main instigators of the Dance of the Dragons due to his role in helping get his grandson Aegon II on the Iron Throne, which began the deterioration of House Targaryen as well as the near-extinction of all dragons in Westeros.

He is portrayed by Rhys Ifans, who also played Eyeball Paul in Kevin & Perry Go Large, Adrian in Little Nicky, Jed Parry in Enduring Love, Vladis Grutas in Hannibal Rising, Uncle Phil in Nanny McPhee and the Big Bang, Edward de Vere in Anonymous, The Lizard in The Amazing Spider-Man and Spider-Man: No Way Home and Grigori Rasputin in The King's Man.

Otto was considered a man of great knowledge in his time, which allowed him to effectively rule the Seven Kingdoms of Westeros in the final years of King Jaehaerys I's life, something that earned him the trust of his successor, King Viserys I Targaryen, whom he kept as Hand of the King.

Everyone agreed that Ser Otto was a skilled man in his position, but serving two kings began to make him haughty, direct, abrupt with others, dominant, and proud. And the more he served as Hand, the more imperious he became, and holding the second most powerful position in the kingdom began to make him very ambitious. The marriage of his daughter, Alicent, to King Viserys may have been a plan that Otto may have been cooking since Viserys became widow.

While Otto's motives in making Princess Rhaenyra heir to her father over Prince Daemon may have been altruistic at first, he revealed his true colors when Queen Alicent gave birth to sons and began pressuring Viserys to alter the succession. Apparently his arrogance and imperiousness, and that he was Viserys's father-in-law, led him to believe he was capable of ordering the king, but this was a serious mistake because Viserys ended up getting fed up with him and dismissed him from office, although after the death of Otto's replacement, Lord Lyonel Strong, he reinstated him.

Although Otto kept preaching against Prince Daemon, claiming that he would be a king as evil as Maegor the Cruel, but his own grandson, Prince Aemond One-Eye, was much crueler and wrathful than Daemon himself, making him closer to Maegor. Otto preferred Aemond just because he was his grandson and was not an enemy to him. And Aemond was not even first in the line of succession, as Aegon and his sons, Jaehaerys and Maelor, came before him. It is likely that Otto's primary reason to oppose Daemon's ascension as a king was out of fear for his and his family's wellbeing.

Otto's haughtiness and ambition finally exploded in his face when the Dance of the Dragons broke out, in which it was shown that his hopes that the nobles would not support Rhaenyra over Aegon were proven in vain, as Rhaenyra received many alliances. What's worse is that Otto revealed himself to be quite incompetent in military matters and unfit as a wartime Hand; although he was a learned man, his lack of military experience meant that he did not know how to guide his troops, and his caution in seeking allies and hiring more mercenaries only gained the Blacks time to secure the support of the North and the Vale and for Otto's archenemy, Daemon, the time necessary to take Harrenhal and subjugate the Riverlands, which caused the loss of support for the Greens in the region. It was Ser Criston Cole, Prince Daeron Targaryen, and Otto's nephew, Lord Ormund Hightower, who had to make up for Otto's shortcomings, while Aemond and Lord Borros Baratheon secured the support of the Stormlands.

Otto's inability to suppress the Blacks as a faction also led to many houses of the Crownlands to oppose Aegon II's rule and half of the Reach to revolt in favor of Rhaenyra, whilst House Tyrell remained neutral. He also failed to appeal Lord Dalton Greyjoy's bloodlust by only offering the office of Master of Ships, thus failing to secure the Iron Islands and their naval power for his grandson, while Daemon offered the Ironborn a chance to raid the Westerlands. All of this led to the fall of Otto's power as Hand of the King, although his negotiations with the Triarchy ultimately bore fruit after his removal from office.

TV series[]

At first glance, Ser Otto seems like an affable, learned person who does not tolerate excessive vileness and who loves his family. Perhaps a little haughty, as he speaks over Lord Corlys on several occasions, he is ethical, loyal to King Viserys, and cares deeply about him and the future of the Seven Kingdoms, but this is just a façade.

Otto's true nature is that of a cold, manipulative, cruel, sexist, hypocritical, and ruthless person who does not seem to care too much about his family. What stands out above all is his ambition and his methodism:

  • As soon as Queen Aemma died, Otto played on Viserys' pain to bring House Hightower closer to power, sending her own daughter to see the widowed monarch and asking her to make herself beautiful for him.
  • When he finds something with which he can discredit any heir of Viserys who is not of his own blood, he does so (see when denouncing Daemon and Rhaenyra).
  • He attempted to use the white hart's exuca on Aegon's birthday as an excuse to give legitimacy to the infant.
  • He plans with Ser Vaemond to remove Lucerys from the line of succession to Driftmark to call into question Jacaerys' legitimacy to the Iron Throne and, by extension, that of Rhaenyra as Princess of Dragonstone.
  • For years, he plots in the shadows to remove Rhaenyra from power when her father dies.
  • He tried to order the death of Rhaenyra and her family to avoid an open war.
  • Although he was sure that the murder of his great-grandson Jaehaerys was not Rhaenyra's doing, he did not hesitate to use his murdered great-grandson as a political weapon.

The showrunners claim that Otto cares about Viserys and that he does not want to hurt him, but even if this is true, Otto's ambition always comes before loyalty to his king, friend, and son-in-law. However, he fondly remembers Viserys, recognizing his virtues as king.

Otto is a very bad father; he barely paid attention to his eldest son, Ser Gwayne, and did not brought him at court with him, and he mostly saw his daughter Alicent for years as a political piece on his board.

Although she is his daughter and his queen, Otto does not see Alicent as an equal. In fact, to him, she seems to be just another piece on her board; he didn't even include her in his plans to make Aegon king. Eventually, though, during the first weeks of the Dance of the Dragons, Otto recognized the validity of his daughter and they tried to cooperate together to control Aegon and Aemond and win the Dance of the Dragons with as little bloodshed as possible. During the early stages of the Dance of Dragons, Otto and Alicent became close confidants of their concerns, which seems to denote a new respect from Otto towards his daughter, and he even tried to comfort her after the murder of Jaehaerys he tried to console her, although he couldn't found the way to do it.

Otto is very hypocritical: he always complains about Daemon's attitude as a cruel and ambitious person, but Otto himself is exactly the same, except that instead of being a wild and adventurous person like Daemon, Otto is more refined and methodical. Simultaneously, Otto was offended (although he hid it quite well by controlling his emotions) that his grandson Aemond and Ser Criston Cole were plotting a plan against the Blacks behind his back, in the same way that he was plotting Aegon's coronation behind his back. from all over the world except the Green Council.

Otto seems to have a certain narcissism and Machiavellian tendencies: he believes that he is the hero of the story and that all his actions, no matter how cruel, immoral and abominable they may be, are for a greater good. He is unable to see that all his political shenanigans have done is put his family in danger, commit high treason against the will of King Viserys, place a usurper unfit to rule on the Iron Throne, and spark a war. It isn't until after he is informed of the death of all the ratcatchers on the orders of his grandson, to avenge the murder of Jaehaerys, and of the mission given to Ser Erryk Cargyll which was approved by Aegon himself that Otto opens his eyes, and realizes that one of the main reasons Viserys never named Aegon as his heir was because he knew what he was like. It is at this moment that he loudly acknowledges Viserys' virtues and denounces Aegon as a fool and reckless.

After being removed from office and realizing that much of his legacy is rotten (with a dead great-grandson, a grandson who is unfit to be king, and another who is a murderer of relatives), Otto seems to have become melancholic and withdrawn since when his daughter tried to confess her affair with Ser Criston, Otto would not even hear of them. Although Otto's will to win the war and place someone worthy of it on the Iron Throne does not seem to waver as he announced that he would go see his grandson, Prince Daeron Targaryen, to guide him.

Biography[]

Fire & Blood[]

The crown prince Baelon Targaryen, who served as his father's Hand of the King, died in AD 101 unexpectedly. King Jaehaerys I decided to appoint Ser Otto, the younger brother of Lord Hightower, as his successor due to his extensive knowledge. Otto took his wife and his children with him to the capital. Jaehaerys was devastated by the death of his son and the previous loss of his beloved wife, eventually reaching a delicate state of health that left him bedridden for the rest of his days. Otto effectively ruled the kingdom for the last two years of Jaehaerys I, while his daughter Alicent cared for the Old King.

Otto continued as Hand of Jaehaerys' successor, Viserys I Targaryen. He became a bitter rival of the king's brother, Prince Daemon Targaryen, who had been appointed Counselor of the Coin. Otto convinced the king to remove him from office, and he did so again when Viserys appointed Daemon Counselor of Edicts. He came to regret the latter, however, when Daemon was appointed commander of the King's Landing City Guard, as this put two thousand men under the command of Prince Daemon, which made him prosperous in this post. Otto feared that Daemon would become a second Maegor the Cruel if he ever ascended the Iron Throne, sharing his fears with his brother. From then on, Otto wanted Princess Rhaenyra Targaryen to succeed his father.

In AD 109, Otto was removed from his position for insisting King Viserys I declare his children with Alicent the heirs instead of Princess Rhaenyra. Having no place at court, Ser Otto returned to Oldtown. Queen Alicent's supporters, known as The Greens, stayed with her, supporting the inheritance rights of her children.

In AD 120, Otto returns to the capital as Hand of the King after the death of Lyonel Strong. When Viserys I died in AD 129, Otto played a crucial role in the coronation of his grandson Aegon II Targaryen, defying the last will of Viserys I, who designated Rhaenyra as heir.

When the war broke out, Otto concentrated his efforts on winning all possible alliances for his grandson, King Aegon II; among them, the most notable were the Iron Islands, led by Dalton Greyjoy, and the principality of Dorne, old enemies of the prince Daemon, and Lord Corlys Velaryon, but the messages returned with refusals (the Greyjoys because Rhaenyra offered them power to attack and plunder their enemies, the Lannisters, who were on the side of the Greens, and the Martells because they did not want to face the dragons again).

Another alliance was that of Lord Borros Baratheon, to whom Otto sent his grandson Aemond to gain the support of the Baratheons by offering himself in marriage to one of Borros's daughters; although Aemond succeeded along the way, he killed Lucerys Velaryon, making war already inevitable.

After this, Otto redoubled his efforts to find allies.

Otto hired mercenaries, reinforced the capital's defenses, sent horsemen to nearby fortresses, and sent ravens to the Vale of Arryn, White Harbor, Winterfell, Bitterbridge, Fair Island, and Riverrun. But almost everything was sterile: virtually every stronghold in the Crownlands was aligned with the Blacks; the Vale would fight for Rhaenyra as her mother was Arryn; Prince Jacaerys Velaryon's diplomatic mission won him favor throughout the North; the captive lord of Bitterbridge was loyal to Rhaenyra; Fair Island had to face the threat of the Iron Islands and Dalton Greyjoy; and Lord Tully, although he wanted to fight for the Greens, was a bedridden old man, and his cautious and pragmatic heir, Ser Elmo, declared House Tully neutral, so as not to expose his family to the fury of the dragons.

To make matters worse, his archenemy, Prince Daemon, ordered the death of Otto's great-grandson, Prince Jaehaerys Targaryen, firstborn and heir to Aegon II, in revenge for Lucerys Velaryon, and Daemon's raid on the Riverlands, together with their capture of Harrenhal, caused many noble Houses there to join Rhaenyra; those who did not were subdued. Not to mention that Daemon's actions resulted in House Tyrell and others withdrawing their support from the Greens in the Dominion, where Otto was sure his grandson's cause would be stronger than anywhere else, and many Houses gave their allegiance to Rhaenyra, among them the House Beesbury, direct bannermen of the House Hightower.

Otto sent word to his nephew, Lord Ormund Hightower, to deal with the Dominion rebellions.

When the Gullet was blocked by the ships, Velaryon Aegon II demanded that his grandfather do something, and although he managed to recruit the Triarchy, the response took a long time, and Otto was removed from his position in favor of Ser Criston Cole, despite the pleas of Queen Alicent, daughter of Otto and mother of Aegon II. It was after this dismissal that Otto's diplomatic efforts paid off and the Triarchy attacked the Velaryons, though in the end it did little to no avail as the Blacks, even with heavy losses, managed to push the Triarchy back and retain their hold on the gullet, making one of the few successes of being Otto come to naught.

When King's Landing fell, Otto and his children, Alicent and Ser Gwayne, with the help of Lord Jasper Wylde, tried to organize the defenses but again failed when the Gold Cloaks, loyal to Daemon, turned against the Greens. Otto was the first to be executed by Rhaenyra for treason.

Due to the final outcome of the Dance with the Dragons, all of Otto's efforts came to nothing, giving Ser Otto Hightower a legacy of a failed Hand of the King.

A Song of Ice and Fire[]

Ser Otto Hightower is mentioned at Dragonstone during A Storm of Swords. After being raised by King Stannis Baratheon into higher status in nobility and being appointed as Hand of the King, succeeding Lord Alester Florent, Lord Davos Seaworth has doubts about his political abilities. He is concerned that he has risen too high from his humble origins and argues that he is a sailor, not a noble nor a politician, and he is illiterate too. When Davos suggests that Stannis's new Hand should be a properly educated man, Maester Pylos reminds him that Ser Otto Hightower was a knowledgeable, smart man, yet he failed as a King's Hand.

House of the Dragon[]

Otto was born as the younger brother of Lord Hobert Hightower of Oldtown. At some point during his life, he married a woman and had multiple children with her, including Gwayne and Alicent. He was anointed Hand of the King to King Jaehaerys I Targaryen after the previous Hand, Jaehaerys' son and heir Prince Baelon "the Brave" Targaryen, died under circumstances Otto may have had a hand in. As Jaehaerys became bedridden due to his failing health and grief over the death of his son, coupled with the death of his beloved wife, Otto effectively ruled the Seven Kingdoms in his position as Hand during the final two years of Jaehaerys's reign.

Otto continued to serve as Hand to Jaehaerys' grandson and successor on the throne, Viserys I Targaryen. He soon became political rivals with Viserys's brother, Prince Daemon Targaryen, whom Otto saw as dangerous and believed would become a second Maegor the Cruel if he ever ascended to the Iron Throne. Otto harshly criticized Daemon's performance during his tenure as master of coin, and later master of laws. He attempted to persuade Viserys to exile Daemon, but Viserys refused, resulting in Otto suggesting that Viserys place Daemon in charge of the City Watch to get him out of the way. However, this would backfire, as it gave Daemon his own private army.

After Queen Aemma Arryn died, giving birth to Viserys' son, Prince Baelon Targaryen, who died just a few hours later, Otto told Viserys that Daemon had called Baelon "The Heir for a Day." As a result, Daemon was exiled, and Viserys named his daughter Rhaenyra to be his heir. Otto would later manipulate things so King Viserys would wed his daughter Alicent, who married Viserys in 106 AC. When Alicent gave birth to two sons in Aegon and Aemond, Otto, at the suggestion of his brother Lord Hobert, attempted to convince Viserys to name the eldest as his heir. To weaken Rhaenyra's, Otto utilized the network of spies in the Red Keep to gather unsavory information on her. However, when Otto brought allegations to Viserys that Rhaenyra had been seen engaging in intercourse with her uncle Daemon, an outraged Viserys refused to believe the claims and removed Otto from his position as Hand for his slanderous statements towards him. Having no place at court anymore, Otto returned to Oldtown, although his daughter Alicent remained King Viserys' Queen.

In 120 AC, after Lord Lyonel Strong died in a fire at Harrenhal, Otto returned to King's Landing and was named Hand again to replace him. When Viserys died in 129 AC, Otto used a misconstruation of Viserys' last words to get his eldest grandson Aegon II crowned the next King, in defiance of Viserys I's actual will for Rhaenyra to succeed him. This act instigated the Dance of the Dragons, which saw Rhaenyra attempt to claim her inheritance by force.

Trivia[]

  • Otto is not the only Hightower who served as Hand of the King. His descendant, Lord Jon Hightower, served as the Hand of King Aegon IV Targaryen during this one's final years of reign.
  • In the novels, the first name of Otto's older brother and Lord of Hightower was never given, while in the show he is named Hobert. In the novels, a character named Ser Hobert Hightower (the one listed with the ASoIaF villains in the template) is Otto's relative who lived during the Dance of the Dragons. It is unknown if Ser Hobert will make an appearance in House of the Dragon, but if he will, Otto's older brother would be his presumed namesake.
  • After Otto's death and the Dance of the Dragons, one of Otto's great-nephews, Garmund Hightower, married Princess Rhaena Targaryen, daughter of Daemon Targaryen and Laena Velaryon, and the two had six daughters.
  • While in the novels, the identity and family of Otto's wife has never been disclosed by George R. R. Martin, the television series House of the Dragon identified her as a Florent lady named Alyrie.
    • In A Song of Ice and Fire, the wife of Mace Tyrell, and mother of Willas, Garlan, Loras, and Margaery has a similar name as Otto's wife in the show, as she is named Alerie Hightower.
    • In the present timeline of the A Song of Ice and Fire novels, the current Lady Hightower is also a Florent by marriage, as Lord Leyton Hightower's fourth wife is Rhea Florent, sister-in-law of Randyll Tarly, cousin of Selyse Florent, and daughter of Lord Alester Florent, who was burned alive by Stannis Baratheon during the third novel. The current Hightowers are hiding the new Lord Alekyne Florent from their Tyrell relatives and the Iron Throne, as he is Rhea's brother.
  • In the television series, Otto takes over the leadership of the Greens after returning to his position as Hand of the King and plans for some years to usurp the Iron Throne together with Ser Tyland Lannister, Jasper Wylde, and Grand Master Orwyle. This is an adaptation; in the books, Otto is nothing more than the second-in-command of his daughter, Alicent, who in the books is the one who plans the usurpation once her husband has died of gout (or poisoning, according to the version of the jester Mushroom).
  • In the continuity of the novels, Otto's late wife has never been identified, not even which House she was from. In the TV series, Otto's wife is Alyrie Florent. Having Otto's wife being a lady of House Florent might have been a narrative choice to line up with the climate of this time period in Westeros, which is only one century after Aegon's Conquest, and most major houses of the Reach looked down on their legal overlords, House Tyrell, as upjumped stewards. Most major houses felt they were robbed of their right to succeed House Gardener as rulers of the Reach, while the Hightowers of Oldtown behaved as if they were the actual rulers. The Florents being close to the Hightowers, related with them by marriage, and helping them to undermine the Tyrells would make sense.
  • Although they hate each other, Otto and Daemon are more alike than they think:
    • They are both very ambitious and cunning, and they know how to play the game of thrones very well.
    • They both know that Viserys does not have a great willpower, and they exploit it for their ends, but they both love Viserys and do not wish to hurt him.
    • They are both terrible parents; Otto barely paid attention to his youngest son, Gwayen, and he sees his eldest and favorite Alicent more as a political tool than a daughter, the same as Daemon, who ignored his youngest daughter, Rhaena, and did not know how to properly raise Baela, his firstborn and favorite.
