Otto Von Walrus is the main antagonist of the critically-panned 2019 Canadian-American animated film Arctic Dogs. He is a brilliant but megalomaniacal scientist who is Swifty's archenemy and Magda’s former employee.
He was voiced by John Cleese, who also voiced Cat R. Waul in An American Tail: Fievel Goes West, King Gristle Sr. in Trolls, Dr. Glickenstein in Igor, and the Monty Python villains French Taunter, Mr. Hilter, Robber, Eric's Assistant, High Priest, Black Knight, The Customer and the Narrator of "How Not to be Seen".
Personality[]
Nothing is known about Otto's personality, but is shown to be a charismatic, sophisticated and well-mannered walrus who always seem a lot of care to their puffins henchmen. As he always freak out every time his puffins do something without his permission he is also shown to be a hypocrite since he tries to kept his secret to destroy Taigasville ending up lying that he get the package just for work on the destructive drilling machine.

Past[]
In his youth, Otto Von Walrus lived on an ice block with other walruses. He became obsessed with ideas of immortality and fame and often presented his ideas to the other walruses. They realized he was a lunatic and literally kicked him out of their home. Because of this, he became resentful, bitter and even more insane. While traveling through the Arctic he came upon the isolated town of Taigasville and eventually came to the doorstep of the ABDS (Arctic Blast Delivery Service). The head of the service, Magda took pity on him and made him an employee. She was impressed with his many ideas that helped the process get better and gave him a promotion.
However, he showed her his idea for a pneumatic tube system powered by B.A.D. (Biolipadium Aradithic Dipsodium) gas. Although the system was brilliant and would revolutionize global mail delivery, Magda realized that the gas was dangerous because if it leaked out it would cause the polar ice caps to melt and destroy the whole town and possibly the Arctic as well. She decided to dismiss the project to protect Taigasville, but Otto became enraged and went on a rampage by throwing a chalkboard down to the bottom floor, Because of this, Magda fired him and Otto swore revenge upon not only her and the ABDS, but all of Taigasville and the Arctic as well. He began his plan by recruiting an army of Horned puffins and built a secret underground lair. He even made himself a pair of mechanical spider legs to help him move around better. He planned to drill into the center of the Arctic with his invention and cause the polar icecaps to melt and make the whole town sink into the ocean.
Arctic Dogs[]
One day, Swifty was walking slowly through the snowstorm carrying his sled. Until he finds an mysterious mailbox talking to him to left a package before he needs to sign since procedures became official, as a large iceberg located the mailbox drop breaks and reveals a door and Otto who ordered the package uses one of his puffins wanting to sign it, he throws the puffin into Swifty's sled and opens the door revealing his appearance and finally signing it.
Later after a long training. Swifty returns to deliver a package to Otto, but what he don't know is that the puffins secretly kidnapped the top dogs and locked it without Otto's permission so they steal Swifty's package and he enters inside Otto's lair looking that the puffins are building a giant drill that is going to be be used on his plan to sink Taigasville, Otto have a meeting time with the puffins and tell what they will shall sweep in the from of the north causing a high-pressured systematic attack. After that, Swifty returned to Taigasville warning to his friend PB the polar bear about Otto's plan but he doesn't care claiming Swifty's first deliver, as Swifty is confirmed by Bertha and Leopold two French-accented otters who is theorizing the plan, as Otto kidnapped Jade just because she wants her to work on his drill, they later seek into the lair who was testing the gas Otto was seeking for and Swifty plans to use an crane to attack Otto's lair, but they are attacked by the Puffins and imprisoned alongside the Top Dogs.
After they escape from the lair, Otto arrives at Taigasville and says to the citizens that he needs to destroy the town and get the gas who is buried deep beneath the city as he turns on the drill. Swifty's friends and the top dogs starts a snowball war between the puffins, while Swifty itself distracts Otto and goes into the controlling machine and tries to deactivate the machine but Otto tries to knock him by throwing some puffins at her face and a snowball-throwing gun, the claw on his chair catches Swifty incapacitating him, but he throws a bolt at the chair causing it to lose control and shoots him in the air. He falls on the floor and struggles with Swifty who later destroys the machine two seconds before the drill impact free the gas, as everyone cheers to Swifty and Otto attempts to escape by throwing an pipe at him, the machine later explodes.
Otto later finds his puffins who are angry at him. Saying that despise the failed attempt to free the gas, he says that they will start over another evil plan, but the puffins ignores while learning that the puffins can talk, and leaves them away, the Taigasville citizens later confronts Otto and punish him. As he later is arrested for his crimes and sent to jail via package.
Arctic Friends[]
In the series of shorts set after the events of the original movie, Otto secretly escaped from prison, returned back to his lair and recruited a new group of puffins, as much of his plans are now used for comedic moments.
