The Overlord GAIA is the true antagonist and final boss of Digimon World 2. It's the CPU of Project GAIA (a project that started development in the real world) that went haywire and trapped everyone in the digital world. The clan leaders and Mission Chief Carol from each clan were aware of this and trained the best tamers because they ultimately achieved to take on GAIA so that everyone could return to the real world. GAIA had a similar goal since it planned to carry out its own evolutionary experiment and produce the most powerful organism within the digital world so that they could both merge and become the ultimate being of thought. This organism used to be Crimson until he was defeated by Akira. Overlord GAIA was also the one responsible of the creation of the Chaos Lord and was the one that started the war in the digital world.
This final boss resides in the Chaos Tower of the Kernel Zone which serves as the game's final domain story-wise. The Tera Domain acts as a bonus domain and is even harder.
