Pamela Milton is the main antagonist of the 11th and final season of The Walking Dead. She is the ruthless, power-hungry Governor of the Commonwealth, the biggest community of survivors in a post-apocalyptic world overrun by zombies.
She was portrayed by Laila Robins, who also portrayed Diana Hawthorne and Liann Crosby in Law & Order and a young Livia Soprano in The Sopranos.
Biography[]
The daughter of the former President of the United States, William Milton, she used her natural leadership abilities and political savvy to become Governor of the Commonwealth, the largest community of survivors of a viral plague that turned billions of people into zombies.
Charismatic and intelligent, she is beloved by her community and highly effective as a leader. She is also completely ruthless, however, willing to sacrifice or eliminate anyone who gets in her way or poses a threat to her power. Her right-hand man, Lance Hornsby, serves as both her envoy and her enforcer, recruiting other communities into the Commonwealth on her behalf and "dealing with" people who disobey her, so she does not get her hands dirty.
She has an adult son named Sebastian, a spoiled, entitled man-child whom she mostly ignores; she loves him, but does not like him. Sebastian, meanwhile, despises his mother, and remains publicly loyal to her only to spend her money and live under her protection.
The Walking Dead[]
Milton is first seen at a ceremonial dinner honoring her late father. One of the servers, Tyler Davis, a disgruntled former Commonwealth soldier, holds Milton's aide Maxxine "Max" Mercer at knifepoint and denounces Milton's government. One of the Commonwealth's newest citizens, Daryl Dixon, subdues Tyler and turns him over to Milton. She then tells Hornsby to find out whether there are more agitators in the Commonwealth.
Milton and Hornsby then attempt to get the community of Hilltop to join the Commonwealth. When Alexandria's leader, Maggie Greene, appears skeptical, Milton personally attempts to sway her to the Commonwealth's side by appealing to her maternal instincts for her son and her community as a fellow parent. Greene ultimately declines, however, sensing that Milton is not to be trusted. Hornsby persuades Milton to let him try one last time to bring Hilltop to their side, and she promises to let him run it if he succeeds; she also warns him that he will face consequences if he fails.
Shortly afterwards, Connie, an investigative journalist who has recently joined the Commonwealth, writes an article for the community's newspaper exposing Sebastian's theft of the community's tax money and his complicity in the death of resident April Martens, and accusing Milton of covering it up. Sebastian goes into hiding, and Milton tries to persuade the residents of Commonwealth of Sebastian's innocence. They do not believe her, however, and demand that he be found and tried for his crimes. Fearing an uprising, Milton orders Michael Mercer - the leader of the Commonwealth's army, and Max's older brother - to put the city in lockdown.
When Alexandria resident Carol Peletier finds Sebastian and brings him to the Governor's Mansion, Milton embraces him - and then slaps him, accusing him of embarrassing her and shaming the Milton name. Peletier suggests framing Hornsby for Sebastian's crimes, which would get the Miltons out of trouble and stop the increasingly power-mad Hornsby from hunting down and eliminating dissidents. With Dixon's help, Peletier brings Hornsby in alive, in return for being allowed to leave with the rest of her people. Milton then tells Hornsby that he will be put on trial and likely executed. Hornsby protests that she still needs him to keep the other communities in line, but Milton turns her back on him.
Milton tasks Sebastian with giving the commencement speech for "Founder's Day", the Commonwealth's version of the Fourth of July, in order to redeem his public image. Sebastian agrees, but privately denounces the holiday to Max as a sham designed to keep the townspeople in line while his family and their cronies hoard wealth and power. Unbeknownst to Sebastian, Max is recording his rant, and gives it to her boyfriend Eugene Porter, who plays it over the town's P.A. system as Sebastian gives his speech. A riot ensues in which several residents attack Sebastian as he tries to run away. Just then, a horde of freshly zombiefied workers, having been murdered by Hornsby in order to create a public panic that would be blamed on Milton, breaks through a wall and swarms into the town square. One of them bites Sebastian in the throat, leaving him to drown in his own blood.
Milton goes to view Sebastian's body, and bursts into tears over her son's corpse in a rare display of vulnerability. Mercer offers to stab Sebastian in the head before he reanimates, but Milton forbids it, saying that no one is to touch her son's body without her permission. She orders Mercer to arrest Porter and put him on trial for Sebastian's murder. She then goes to see Hornsby and accuses him of killing her son. Milton offers Hornsby a chance to live, saying that she will spare his life if he can guess which hand she is holding a coin in. Hornsby guesses correctly, but Milton says he still has one more "test" to pass in order to live. Mercer brings the dead body of treasonous Commonwealth agent Roman Calhoun and a reanimated Sebastian into the cell and leaves them there with Hornsby, wishing him good luck. Hornsby ultimately escapes with Peletier's reluctant help, however, and brutally stomps in Sebastian's head, leaving the coin lodged in what is left of Sebastian's brain as a message to Milton. She has the last laugh, however, when Dixon and Peletier kill Hornsby just as Milton's men arrest them.
The next day, Milton meets with a group of wealthy residents and tells them that she has indefinitely suspended any newcomers from joining the Commonwealth so as to prevent any more bloodshed. She also makes political hay out of Sebastian's death by playing up her grief to one of the residents, a frequent campaign contributor. The Commonwealth's chief prosecutor, Yumiko Okumora, interrupts the meeting and accuses Milton of having her friends arrested because of their associations with Porter. Milton calmly dismisses her guests and tells Okumora that their relationship with Porter made them part of a "rebellion" against the Commonwealth, leaving her no choice but to arrest them. She then tells a stunned Ukumora that she will be prosecuting Porter. Okumora ultimately refuses, however, and publicly appoints herself Porter's attorney.
At Porter's trial, Milton tearfully testifies about Sebastian's death and blames it on Porter. Sure enough, Porter is found guilty and sentenced to death, but Mercer helps him escape, having decided to finally act to undermine Milton's regime and prevent her from using the state to commit murder. Milton is furious at his betrayal and has him arrested, but is distracted by an alert that a huge swarm of zombies is headed for the Commonwealth. She orders her guards to divert the swarm toward the poor area of the Commonwealth, knowing full well that thousands of people will die.
Dixon and Peletier are spotted in the town hall, and Milton goes there personally, flanked by armed guards, to make sure they are killed. She even picks up a rifle herself and opens fire, unintentionally wounding nine-year-old Judith Grimes. Milton is horrified by what she has just done, but nevertheless dodges responsibility by screaming, "You did this!" at Dixon and Peletier.
As the zombies swarm in on the Commonweath, Milton orders her guards to lock the gates, leaving thousands of the community's residents to die. Mercer and Father Gabriel Stokes stop them, however, and open the gates over Milton's furious objections, saving the townspeople while keeping the zombies out. Meanwhile, Milton's guards defect to Mercer's side and put her under arrest. Unable to bear the thought of a life without power, she attempts to feed herself to a reanimated Hornsby. She pulls back at the last moment, however, after a recovered Judith tells her that it is not too late to help her people.
After the swarm is destroyed, Milton is imprisoned in her own jail, presumably for life. Ezekiel Sutton succeeds her as Governor, with Mercer as his Lieutenant.
