The Parliament of the Old Flesh, often abbreviated as just The Parliament or The Old Flesh, is a bizarre order considered to be the first thing to exist, and heavily implied to be the true villains of Awful Hospital.
Origin[]
As described by this book, assuming it to be correct, the Parliament was originally a birthday cake and nothing other than this birthday cake existed. As far as the cake was concerned, everything was perfect, and nothing else needs to exist. However, things began existing, things that were not the cake, and these filthy non-cake things were rotting the cake away. This obviously brought great dismay and fear to the cake, and eventually, only a few crumbs remains. Those crumbs remembered, and vowed to take revenge on everything that is not the cake.

They first make their debut looming over the crib of Fern's son, heavily implying that they themselves infected him with his disease themselves and that finding him and his condition is a key in finding a way to stop them. Intersetingly, they hide themselves from hospital staff so well that hospital staff is literally incapable of perceiving the existence or idea of the parliament. This does not affect everyone, as patients such as Fern and other characters such as Doctor Balmer or Crash are still capable of knowing who the Parliament is, Despite this, Staph, an outsider to the hospital, is affected by them. They are responsible for the Slobs that mutate and overrun the hospital, as well as the Plank Maze, an area that completely escapes the perception of hospital staff and that turns into the Flesh Maze perceptually to Slobs and members of the Parliament. To them, the Flesh Maze has many different facilities and meeting places for Parliament members. This maze used to be part of the hospital, but is almost unrecognizable to what is used to be. It is also expanding, having engulfed areas such as Doctor Man's office since the beginning of the story. Ultimately, they aim to degrade every part of every zone and assimilate everything into a single zone. In terms of how they speak, they tend to speak in a robotic manner and show very little if any real emotion.
